REGULAR BOARD MEETING MINUTES DATE: Oct 14, 2025
Chairman Fred Stoll called the meeting to order at 6:30 PM. Supervisors Kevin Mackie and Adam
Olson, Diane Nelson, Clerk; Amy Eliot, Treasurer, Keith Kesler, Fire Chief ; and Mark Johnson
and Taylor Lindsay, Streets Dept also attended. County Supervisor Scott Loustari also attended.
Minutes: Adam motioned, seconded by Kevin to approve the minutes of last month ’s board
meeting, motion passed.
Financial Report : The financial report showed: $23,299.21 in checking, $444,889.96 in the
general money market account which includes $ 173,355.67 in a sub-account dedicated to the town
garage, $27,114.33 in real estate tax account, $ 2,807.73 in personal property tax account,
$26,959.68 in equipment account, and $577.65 in the Grant account. Adam motioned, seconded
by Kevin to authorize paying the bills and accepting the treasurer’s report, and the motion passed.
Town Officers Reports: Fred sent in the TRIP application for Kauppi Rd . Kevin staked out the
area off Dump Rd to be cleared for surveying for the garage building. Kevin indicated the Sanitary
District will allow connection to the sanitary line along Hill Ave. We need to proceed to move the
gate for the dump just beyond where we will be having the driveway to the garage.
Road Report: Taylor provided estimates for the Flail Mower. Kevin motioned to purchase it from
John Deere as we have funds in the equipment account. Fred seconded the motion, motion passed.
Fire Chief Report: They have had 4 medical calls, 2 mutual aid calls, and 1 alarm in the last
month. He reported the fire dept has received a grant to cover all but 5% of several new required
radios. He requested the 5% match come from the equipment account. We had already budgeted
money in the equipment account this year for radios, so the board agreed.
County Supervisor’s Report: Scott discussed the proposed new wetland mitigation bank the
county is pursuing, the 2025-2030 Comprehensive Economic Development Strategy that is being
drafted by NWRPC, and several tax deed issues involving cleanups and squatters. He mentioned
dates of upcoming committee meetings and projects being worked on by the transportation
division. He explained the proposal to add 25- 50 new pedestals for campers in the
fairground/airport area to help accommodate some of the temporary labor that will be present for
the High Bridge project.
New Business:
Zoning: Nothing needed approval
Approval of LOSA edits: Keith asked the board to approve several edits to the program for
Length Of Service Awards or LOSA.
• The first would be a change to the name as it is now referred to as the Service Award
Program.
• The second would be to remove the 4-year stipulation for leave of absences. Currently a
leave of absence over four years would result in the elimination of the volunteer in the
LOSA program, however several volunteers are active members but just not quite
meeting the LOSA participation requirements necessitating the leave of absence.
2
• The third would be to require people wanting to get their money out of the program to
submit their request by September 15th and a voided check so there are no timing
crunches that need to be addressed at the end of the year.
Kevin motion seconded by Adam to approve the edits, motion passed.
Garage Update: The board and design team met on site at both the site across from Dump Road
on Old Hwy 2 (#1) and the site off the Dump Rd between Old Hwy 2 (#2) and the dump area to
evaluate pros and cons of both sites. The team met on Sept 12 to finalize the location for the
garage. After considering the elevation of both sites, the extensive fill that would be needed on
site #2, the relative flatness of site #1, the safety concerns of a ramp up on to Old Hwy 2 with
heavy equipment often mounted with plows, wings, etc. causing limited visibility, the concerns
of residents along Hill Ave, the value of having a presence closer to the dump area, the cost of
developing both sites, the need for a potential expansion of the sanitary district on site #2, etc.,
the committee decided to proceed with plans for Site #1. To address the concerns of residents,
the building will be oriented so any future expansion would go either north or south, and the
clearing will be minimized to allow a minimum of 100’ of trees and vegetation remains between
the garage site and Hill Ave.
The committee members have been providing the design team with information and
recommendations on the initial potential floor plan. The current floor plan draft includes 4950 sq
ft of space in the garage (keeping it below the 5000’ threshold to require a sprinkler system), a
secure office and storage area to match the recommendations of homeland security’s evaluation
of our election equipment and records, and a small meeting room. There will be no kitchen area,
but a fridge, microwave and sink will be included. The meeting room will have technology to
accommodate zoom, in-person meetings and to project presentations onto a screen of some sort.
It is not intended to replace the town hall. It will serve as a backup location for elections if an
issue were to arise.

The next meeting of the committee will be the week of Oct 20th, when the design team will have
information on ballpark costs for the various types of construction: prefab metal, prefab concrete, stick
built, and a combination of two types. Once the type of building has been narrowed down, the more
detailed designs and costs can be developed.
Old Business: None
Town correspondence was reviewed. Adam motioned, seconded by Fred to adjourn. The meeting
was adjourned at 8:16 PM.
Respectfully submitted,
Diane Nelson, Clerk
