ANNUAL MEETING MINUTES
TOWN OF BRULE
BRULE, WISCONSIN 54820
www.brule-wi.gov
Date: April 15, 2025
Fred Stoll, Chairman called the meeting to order at 6:30 pm. Myron Olson, Keith Kesler, Amy
Eliot, and Diane Nelson were present, and several townspeople were also in attendance.
Agenda: Motion by Keith, seconded by Myron to approve the agenda for the annual meeting ,
motion carried.
Minutes: Motion by Myron, seconded by Dennis Smet to approve the 20 24 annual meeting
minutes, motion carried.
Financial Report: . A draft of the 2024 Municipal Financial Report was discussed. It included
all expenditures and revenues for 2024 . It is attached.
Fire Report: Keith Kesler reported the Fire Dept. had 804 volunteer hours spent at 31
training sessions. They responded to 71 calls, which included motor vehicle accidents,
medical emergencies, mutual aid, alarms, searches and fires. They have received a total of
$1,305,712 in grants and donations since 1995. Meetings are conducted on the 1st and 3rd
Tuesdays of the month , starting at 6:30 PM . There continue to be numerous jobs that could
assist the fire department operation s that do not involve emergency response . The
department is open to anyone that wishes to lend a hand. His detailed report is attached.
Road Report: Fred mentioned projects that were completed or ongoing. Design work is being
completed by SEH and WisDOT for the After-Hours Road bridge replacement and should
be going out for bids soon . Construction is set for summer /fall of 2025. Cost is covered
100% by the infrastructure bill . The current 3 -year road plan includes black topping a half
mile of Birch Ave. and Kauppi Rd. Bids will be going out for the asphalt work. Annual road
inspections are scheduled for the first week of May. New priorities for a three -year plan will
be set. W entala Rd needs work which will involve lowering it approximately 8 inches
because of the steep side ditches. The Co-op Park Rd. h as been submitted as a DNR roa d
project; we're hoping to get 90 to 100% reimbursement. H igh Landing Rd was also
submitted but it's doubtful they will pave it ; hopefully we'll get gravel . Before that happens
we need to get some large boulders out . Dennis Smet asked about 7-mile Rd. The heavy
equipment that uses it a lot has really been tearing it up . A culvert is being replaced on
Sandy Run by Trout Unlimited that should be covered 100% by them . They are currently in
the alternatives evaluation but have indicated that a box culvert is probably too expensive .
Garage Update: The board is evaluating two sites. One on either side of Old Hwy 2. Several
residents in attendance expressed concern about it being right across from their property. They
requested the location be placed on the next agenda with some visuals of the locations
2
provided. The board has been looking at new buildings that have gone up in local
municipalities to get ideas.
Assessors Report: Fred read the assessors report provided by Mike Schnautz, which is attached.
Sanitary District Report: Kevin Mackie was out of town; no Sanitary Report was provided.
Open Book & Board of Review: Open Book is set for April 24
th from 5-7 pm. Board of
review is set for May 14 th from 5-7 pm.
2025 Annual Meeting : Motion by Myron, seconded by Amy Eliot to set the date of Tuesday ,
April 24th, 2026, at 6:00 pm for the next annual meeting, motion carried.
Motion by Myron, seconded by Dennis to adjourn the meeting at 8:18 pm, motion carried.
Respectfully submitted,
Diane Nelson, Clerk

Brule Fire Department 2024 Annual
Report
Approximately 804 volunteer hours were spent at 31 training sessions. The number of Emergency
calls remained about the same as last year at 71. These responses occupied approximately 1736
additional hours of time from our volunteers. In addition, countless volunteer hours are spent each
year maintaining and testing equipment. 11 members attended a training for an Emergency
Response to Pipeline Emergencies. Two members are taking the state required Emergency Medical
Responder course. Eight members took the state Required CPR Refresher Class to maintain their
EMR Licenses and nine members attended a Wildland Fire Refresher training.

54 Fire Prevention Inspections were perfmmed in 2024. All public buildings and places of
employment are inspected per state requirements two times per year.
There was no reportable Fire Fighter or Emergency Medical Responder injuries in 2024.
We had no repmiable equipment/vehicle accidents in 2024. We did do some significant
maintenance to our 19-year-old Engine #1 to keep it in compliance with NFPA Standards. We also
added a new well at the fire hall allowing us to refill apparatus at the rate of 400 gallons per minute.
Mutual Aid was given 18 times, many of which were landing zones set ups at our fire station for
ambulances traveling through that needed aii- medical intercepts. We received Mutual Aid 2 times
to assist our effmis. We are cun-ently part of an Automatic Mutual Aid Agreement that
automatically dispatches firefighters from three departments to the report of a structure fire. This
has greatly helped our initial response capabilities and given some relief caused by a shortage of
volunteers throughout the county.
A total of $96,387.00 was received in grants, payment for services, and donations in the past year.
These funds were used to purchase additional Wildland Firefighting Equipment and $14,217.00
from the EMS Office being escrowed for the future purchase of EMS equipment. Major
maintenance work was done to our 19-year-old Engine #1. With the assistance of our Town Clerk,
we received $69,000 from the American Rescue Plan Act for a High Flow Well at our Fire Hall to
fill trucks at the rate of 400 gallons per minute. In addition, we worked to fulfill the requirements of
a $99,565 grant received late last year from Homeland Security to replace our 23-year-old turnout
gear. As always, any match money needed was provided by the fire depaiiment.
Since 1995 we have received approximately $1,305,712.00 in grants, payment for services, and
donations to suppmi our depaiiment. That is an average of $45,024.55 per year that we did not need •
to ask the tax payers to provide.
over
We acquired three new members this year and had several retire. Cunently Yve have 22 members
with 11 certified and licensed as Emergency Medical Responders with an additional two new
members taking the EMR Class at this time.
Cu11'ently there is a move at the federal level to require a significant amount of additional training,
equipment, physical fitness, and agility testing. If this moves forward it will be nearly impossible
for volunteer departments nationwide to meet the additional requirements and financial
implications. Fire organizations from throughout the country are opposing and demonstrating the
lack of need for this. Our department has contributed documentation supp01iing that the proposed
additional requirements are not needed.
Our regular meetings are conducted on the first and third Tuesday of the month starting at 6:30 PM.
There continue to be numerous jobs that could assist the fire depaiiment operation that do not
involve emergency response. The depmiment is open to anyone that wishes to lend a hand.
