HUMAN RESOURCES COMMITTEE – 9/28/2026 Mtg Page 1 of 2 HUMAN RESOURCES COMMITTEE Meeting Minutes Monday, September 28, 2026 Regular Meeting The meeting was called to order by Councilor Sweeney at 5:00 p.m. on September 28, 2026, in room 204 of the Government Center. 1 ROLL CALL MEMBERS PRESENT: Jack Sweeney, Lindsey Graskey, Garner Moffat, Karly Caven (alternate) CITY STAFF PRESENT: Deb Williams, Beth Archer, Trish Lough, Dan Shea, Bob Zimmerman, Paul Winterscheidt, and Bridgit Maruska. Virtually: Cam Vollbrecht, Bradley Jago, Mary Osborne and Heidi Blunt OTHERS PRESENT: Shelley Nelson 2 APPROVAL OF MINUTES 2.1 Human Resources Committee (Meeting held August 18, 2026) MOTION by Moffat, seconded by Graskey. Motion carried. *Recommendation made by Sweeney to rearrange the order of the meeting and to discuss new business items before the old business items. MOTION by Moffat, seconded by Graskey. Motion carried 4 NEW BUSINESS 4.1 Request to approve the updated job description for ESD Laboratory Supervisor MOTION by Graskey, seconded by Moffat. Motion carried. 4.2 Request to reclassify IT System Analyst position from pay grade I to pay grade J MOTION by Graskey, seconded by Moffat. Motion carried. 4.3 Request to extend Denise Mc Donald’s temporary employment with Parks, Recreation, and Forestry Department MOTION by Graskey, seconded by Moffat. Motion carried. HUMAN RESOURCES COMMITTEE – 9/28/2026 Mtg Page 2 of 2 Bridgit Maruska and Dan Shea left at 5:10pm. 3 OLD BUSINESS 3.1 Approve request to adjust the wage placement of all Police Sergeants currently assigned to Grade K of the non-union pay plan. (held from the August HRC meeting) MOTION by Graskey, seconded by Sweeney, to move sergeants to Step 8 of Grade K, effective July 1, 2026. Motion carried. Heidi Blunt left at 5:31pm. Mary Osborne left at 5:41pm. Bradley Jago left at 5:43pm. 3.2 Approve request to adjust the wage placement of all Battalion Chiefs to Grade M and the Assistant Fire Chief to Grade O, effective October 1, 2026. (held from the July HRC meeting) MOTION by Graskey, seconded by Moffat to hold in committee until October. Motion carried. 5 RECURRING BUSINESS 5.1 Receive and file: Monthly personnel report for August 2026.
