Dear Members of the Superior Tourism Development Commission,
I am writing to explain why the Richard I. Bong Veterans Museum has chosen to approach the
Superior Tourism Development Commission as our potential funding partner for the next phase
of our Mission Marge project.
As you know, Mission Marge represents one of the most significant historical projects ever
undertaken by the Bong Museum. What began as an effort to locate and document the crash site
of Major Richard I. Bong's P-38 Lightning has grown into a much larger story—one involving
American aviation history, the people and communities of Papua New Guinea, the Wisconsin
connection to America's Ace of Aces, and the preservation of an important piece of our nation's
military history.
From the beginning, however, we understood that this project had to be handled very carefully.
The location of the crash site is historically significant, but it is also extremely sensitive. Once
the exact location became publicly known, there was a legitimate concern that individuals
outside of the project could attempt to access the site, remove artifacts, or otherwise disturb and
potentially loot the wreckage. For that reason, we made a conscious decision to keep the specific
location and certain details of the expedition confidential until we could determine the
appropriate way to protect the site and the historical resources associated with it.
There was another equally important consideration: our negotiations with the Government of
Papua New Guinea.
We were extremely fortunate to have the opportunity to work toward securing a substantial piece
of aircraft wreckage for permanent loan to the Richard I. Bong Veterans Museum.
Accomplishing that required respectful and deliberate negotiations with the Government of
Papua New Guinea and the local communities connected to the crash site. We knew that this
could not be approached simply as an American museum locating an American aircraft. We had
to respect the sovereignty of Papua New Guinea, the cultural significance of the site, and the
interests of the people who live there.
Quite frankly, we had to do this the right way.
That
meant limiting the number of people who knew the full details of the project until the
appropriate agreements and relationships were in place. While that made fundraising more
difficult in the early stages, we believe it was absolutely n ecessary. We did not want to
jeopardize the recovery of historically significant material, the relationship with Papua New
Guinea, or the possibility of bringing a major piece of Major Bong's aircraft to Superior.
We were also extraordinarily fortunate to receive the assistance and cooperation of the Wisconsin
Air National Guard. Their involvement added an important level of expertise, credibility, and
support to the project, and we are deeply grateful for their willingness to assist us in preserving
this important piece of Wisconsin and American military history. Their partnership spared us the
significant cost of transporting the artifact back to the United States.
Now that we have successfully navigated these sensitive aspects of Mission Marge, we are in a
very different position. We are ready to begin telling the story publicly.
Creating a documentary from Mission Marge provides an extraordinary opportunity to take a
story that has been largely unknown for more than 80 years and introduce it to audiences in
Superior, Douglas County, Wisconsin, the United States, and the World beyond. More
importantly, we believe the documentary can become a powerful tourism tool.
Mission Marge has all of the elements that attract visitors: Major Richard I. Bong, World War II
aviation, the P-38 Lightning, a remarkable historical mystery, an international expedition, the
discovery of a long-lost crash site, the Wisconsin connection, and ultimately the opportunity to
display a significant piece of the aircraft at the Richard I. Bong Veterans Museum.
We have tasked local documentarian Mike Scholtz to direct the project. He wrote and produced
the original Mission Marge Documentary that is currently available on YouTube. Mike Scholtz
is an award winning filmmaker and founder of the Free Range Film Festival. He is known for
Minnesota-centric projects like Wild Bill's Run, Wicker Kittens, and the PBS North documentary
This Town. He frequently engages with local history and community venues in the Cloquet and
greater Duluth/Superior area
We believe the documentary can help establish Superior and the Twin Ports as a destination for
people interested in military history, aviation history, veterans, and unique American stories.
We are approaching the Tourism Development Commission for funding assistance because we
believe this project aligns directly with the Commission's mission of promoting Superior as a
destination for visitors. The Commission's tourism funding programs are designed to support
projects that strengthen Superior's position as a visitor destination, and we believe Mission
Marge has the potential to do exactly that.
To date, we have secured and received more than $200,000 toward the projected $290,000
project cost through private donations and other resources. This significant investment
demonstrates the commitment that already exists behind Mission Marge and the confidence that
donors and supporters have placed in the project.
The development of the documentary represents the next critical step in bringing the story of
Mission Marge to a much larger audience and creating a compelling tourism asset for the region.
The documentary was initially projected to cost more than $180,000. However, recognizing our
responsibility as stewards of the generous contributions entrusted to us, we worked diligently to
identify efficiencies, negotiate costs, and reduce the scope where appropriate.
Through those
efforts, we were able to reduce the documentary production cost to $78,910—the amount of our
current request. We believe this demonstrates both our commitment to fiscal responsibility and
our determination to maximize the impact of every dollar invested in this project.
Full funding of this request would allow us to move forward with the documentary now, rather
than delaying this critical component while attempting to assemble the funding incrementally. It
would leverage the more than $200,000 already committed to the project, allow us to maintain
momentum, and position us to pursue the additional funding necessary for the remaining
components.
Our intention is to use the Superior Tourism Development Commission's support as an important
step in leveraging these additional sources of funding.
Ultimately, we envision Mission Marge becoming much more than a documentary. We envision
it as a long-term tourism and educational asset for Superior and the region—one that can be
incorporated into the Bong Museum's exhibits, educational programs, school tours, veteran
programming, digital outreach, and tourism marketing.
Most importantly, we believe the project gives us an opportunity to bring a remarkable piece of
Major Richard I. Bong's story home to Wisconsin and to share that story with generations of
visitors who may, otherwise, never know it.
We appreciate the Commission's consideration of our request and the important role that tourism
investment plays in making projects such as this possible. We welcome the opportunity to
discuss Mission Marge with the Commission in greater detail and to explain how we believe this
project can generate increased awareness, visitation, and tourism activity for Superior and the
surrounding region.
Thank you for your consideration and for your continued support of projects that help make
Superior a destination worth visiting.
Sincerely,
John Gidley

Richard I. Bong Veterans Museum

The tourism impact of a Mission Marge documentary
1. It creates a reason to visit Superior that didn't exist before
Most tourists don't wake up thinking, “I'd like to visit a WWII museum in Superior, Wisconsin.”
but they might watch a compelling documentary about a lost P-38, an American war hero, an
international expedition, and the search for an airplane that disappeared more than 80 years ago.
The documentary creates the question:
“Where can I see the rest of this story?”
The answer is Superior.
That is extremely valuable tourism marketing.
2. It turns Major Richard Bong into a destination story
Bong is not simply a historical figure displayed inside a museum. He is a hometown hero whose
story is physically connected to Superior.
The documentary can repeatedly establish:
Papua New Guinea → Mission Marge → Richard Bong → Superior, Wisconsin → Bong
Museum
That gives tourists a reason to follow the story all the way back to Superior. The Bong Center's
existing mission and exhibits already make that connection, including the restored P-38 and the
stories of local veterans.
3. It creates a “see it for yourself” attraction
This could be one of the strongest tourism benefits. At the end of the documentary, the viewer
should be thinking:
“I want to see that airplane.”
And then:
“I want to see the museum.”: The museum already has a restored P-38 displayed as a
centerpiece attraction. Mission Marge gives the existing aircraft a new backstory.
Instead of: “Here is a P-38.” The visitor experience becomes:
“You just watched the story of how we went halfway around the world looking for Bong's
original P-38. Now you're standing next to the P-38 that represents that story.”
That's a dramatically stronger tourism proposition.
4. It attracts Aviation Enthusiasts and Aviation Related Tourists
One thing we have learned over the course of this mission and our visit to EAA annual Fly-in is
that this documentary will open the door to a very specific and valuable tourism audience:
• WWII aviation enthusiasts
• P-38 enthusiasts
• military aviation historians
• aircraft restoration enthusiasts
• pilots
• veterans
• military families
• aviation photographers
• warbird enthusiasts
• model aircraft enthusiasts
• military history travelers
• airshow attendees
• aviation organizations
These are people who travel specifically for their interests, and we were exposed to and
engaged with hundreds of them at the EAA (many shared their contact information so that we
can let them know when the exhibit is complete). That means Mission Marge can become part of
a broader aviation tourism strategy for the Twin Ports.
5. It gives people a reason to travel from farther away
A normal local museum advertisement might reach people within 50–100 miles.
A documentary can reach people nationally and internationally. With a documentary basically
anyone, anywhere in the world, can discover Mission Marge.
6. It creates international tourism potential:
This is an especially interesting aspect of Mission Marge. The story isn't exclusively American.
It connects:
Wisconsin → United States → Pacific War → Papua New Guinea → local communities →
international cooperation → aviation history
The Bong Center's stated Mission Marge goals include continuing relationships in Papua New
Guinea such as our Sister City agreements with the Village of Poplar and the possible inclusion
of Superior and supporting education and clean-water efforts near where the aircraft was found.
That creates a completely different tourism story:
“A Wisconsin museum with an international story of humanitarian efforts.”
That's considerably sets us apart from most all “local” museums.
7. It has great potential to increase overnight stays by promoting the Bong
Museum as a destination rather than a stop.
Attracting those who are emotionally invested in Mission Marge may encourage them to build
an entire trip around visiting the museum.
That could mean:
Day 1
• Bong Museum
• Superior attractions
• waterfront
• dinner
• hotel
Day 2
• Lake Superior
• Fairlawn, The SS Meteor
• maritime attractions
• shopping/restaurants
The documentary therefore becomes a trip generator, not simply an advertisement for museum
admission. Travel Wisconsin already markets Superior as a destination with multiple
attractions, nearby activities and regional destinations. Mission Marge further legitimizes their
claim.
8. It strengthens the entire Superior tourism ecosystem
Mission Marge doesn't only benefit the Bong Museum. This documentary has the potential to
draw a large number of visitors from outside the area
A visitor coming to Superior can also spend money on:
• hotels
• restaurants
• gas stations
• coffee shops
• breweries
• retail stores
• attractions
• recreational activities
• museums
• transportation
• event venues
Mission Marge can become a gateway attraction that helps visitors throughout the community.
9. It creates an emotional connection to the community
People don't remember advertisements very well, but they do remember stories. Mission Marge
has all of the elements of a great tourism story:
• hometown hero
• iconic aircraft
• mystery solved after an 80-year-old disappearance
• Expedition story
• Cultural connection to Papua New Guinea
• danger and adventure
• discovery
• historical artifacts
• veterans
• family
• sacrifice
• International Friendship
• humanitarian work
• preservation
That emotional connection makes viewers significantly more likely to want to experience the
place associated with the story.
10. It has the potential to generate enormous social-media content
A documentary doesn't have to be marketed as one two-hour piece. You can turn it into dozens
or hundreds of tourism marketing pieces.
For example:
• “Who was Richard Bong?”
• “What happened to Marge?”
• “The search begins…”
• “80 years later…”
• “We found it.”
• “What we discovered in Papua New Guinea”
• “The P-38 Lightning”
• “Why Marge mattered to Dick Bong”
• “The journey home”
• “From Papua New Guinea to Superior”
• “Inside the Bong Center”
• “5 things you didn't know about Richard Bong”
• “Why this piece of metal matters?
• “Come see Marge for yourself”
Each video becomes another opportunity to put Superior, Wisconsin in front of potential
visitors.
11. It creates a permanent marketing asset
Traditional advertising disappears. You buy an ad → it runs → it's gone. A documentary can
continue working for the Bong Center and Superior for years. It becomes a permanent
storytelling and marketing asset.
It can be:
• streamed online
• shown in the museum
• shown in schools
• shown at conferences
• shown at tourism events
• shown at aviation events
• submitted to film festivals
• pitched to broadcasters
• potentially used by Travel Wisconsin
• used by Superior Tourism Organizations
• used in social media
• shown to tour groups
• possibly used by travel writers
• possibly used by journalists
12. It can attract group tourism
Mission Marge could be particularly attractive to:
• veteran organizations
• military reunions
• WWII organizations
• aviation clubs
• motorcycle groups
• history organizations
• senior travel groups
• school groups
• church groups
• civic organizations
• scout organizations
• motorcoach tours
The museum already accommodates group tours and motorcoach travel. A documentary gives
tour operators an additional reason to put Superior on their itinerary.
13. It can increase repeat visitation
The story doesn't have to end when someone visits. Mission Marge can evolve:
Documentary → Exhibit → Artifact → Programming → Events → New discoveries
The possibilities of new discoveries and connections through the school and the siter city
programs keep the mission evolving thus giving visitors a perpetual reason to come back creating
a long-term tourism cycle.
14. It gives the museum a new signature experience
The Bong Center already offers a Marge & the Major tour and a P-38-focused Heavy Metal
tour.
Mission Marge could allow you to eventually create:
The Mission Marge Experience
Visitors could:
1. Watch a short version of the documentary.
2. See the Mission Marge exhibit.
3. See the P-38.
4. Handle/review expedition artifacts.
5. Hear first-person stories.
6. See maps of the expedition.
7. Learn about Papua New Guinea.
8. Learn about Bong and Marge.
9. See recovered material.
10. Purchase Mission Marge merchandise.
That transforms the documentary into a tourism attraction itself.
15. It appeals to families—not just history buffs
The adventure aspect of Mission Marge makes it accessible to people who aren't necessarily
WWII enthusiasts.
The story contains:
Adventure + mystery + airplanes + exploration + discovery + human interest.
That is much broader than a traditional military-history documentary and you've already
identified the potential for a children's component—the Bong Center's Mission Marge project
describes a related kids' film and uses the bandicoot as an approachable way to introduce
younger audiences to the mission creating a major opportunity for family tourism.
16. It strengthens the Bong Center's position as a regional attraction
The museum already has strong visitor recognition: its website reports a 4.8 Google rating with
more than 400 reviews, while Travel Wisconsin lists it as a Northwest Wisconsin museum
attraction. Mission Marge gives the museum something new to promote that can bring back
people who have already visited.
17. It provides a compelling reason for tourism organizations to promote the
Bong Center
The documentary isn't simply “Help us make a movie about our museum.” It is about helping us
create a tourism marketing asset capable of introducing Superior, Wisconsin to audiences around
the world!
18. It creates earned media
A successful documentary can generate publicity without the museum having to purchase every
impression. Coverage has included and could include in the future:
• television news
• radio
• newspapers
• aviation magazines
• military-history publications
• travel magazines
• podcasts
• YouTube channels
• aviation influencers
• History influencers
• veteran organizations
• Wisconsin media
• Minnesota media
• National television and print media.
• International television and print media.
• national military publications
Every story potentially puts Superior, Wisconsin in front of another audience.
19. It creates a “bucket list” experience
You want someone who watches the documentary to eventually say: “I want to go to Superior
and see this for myself. “That’s how destination stops are created and the museum has an
advantage: the viewer doesn't simply visit a building where the story is interpreted. They can see
an actual piece of the original “Marge” P-38 Lightning, an intact completer actual P-38,
military vehicles, artifacts, veteran stories and other exhibits.
20. The documentary can sell the entire Twin Ports
We would not market Mission Marge as: “Come to Superior and visit the Bong Museum.”
We would market it as: “Come experience the story of America's Ace of Aces in Superior,
Wisconsin.”
Then connect it to:
Bong Museum
Lake Superior
SS Meteor
Fairlawn Mansion
Wisconsin Point
Pattison State Park, Amnicon Falls State Park, Poplar and other attractions
Now the documentary is helping sell an entire destination, rather than a single attraction.
21. It has a built-in international hook
One possible catch phrase used to market the story could be:
“An international story with a Superior, Wisconsin ending.”
A young man from northern Wisconsin becomes America's Ace of Aces. His beloved P-38
disappears in the South Pacific. Eighty years later, people from Wisconsin travel halfway around
the world searching for it. They find it and bring it home to Superior.
That's essentially a tourism advertisement without feeling like an advertisement.
22. The Documentary can change the question tourists ask
Instead of:
“What's there to do in Superior?”
Mission Marge gives them:
“How do I get to Superior to see the place where this story began?”
That has a lot of tourism value in itself.
23. More than just a documentary
Mission Marge is not simply a documentary about a museum project. It is a tourism storytelling
vehicle that connects an internationally compelling aviation and WWII story directly to Superior,
Wisconsin. By documenting the search for Major Richard Bong's lost P-38, the film creates
awareness, curiosity and emotional investment in the Bong story and gives viewers a tangible
reason to travel to Superior to see the aircraft, artifacts, exhibits and new Mission Marge
experience for themselves.
The documentary has the potential to reach audiences far beyond the museum's traditional
geographic market, generate earned media, attract aviation and military-history enthusiasts,
encourage group and overnight travel, support area hotels, restaurants and attractions, and create
a long-term promotional asset that can be used by the Bong Center, Superior tourism
organizations and regional partners for years.
Most importantly, Mission Marge gives Superior something every successful tourism
destination needs: a story that people want to experience in person.
We plan to track the documentary’s success by building a tourism measurement plan around:
• Documentary views
• Website traffic generated by the documentary
• “Plan Your Visit” clicks
• Museum admissions attributable to Mission Marge
• Out-of-area visitors
• Hotel/overnight referrals
• Group-tour inquiries
• Media impressions
• Social-media reach
• Geographic origin of visitors
• Mission Marge exhibit attendance
• Merchandise sales
• Tourism partner referrals
• Repeat visitation
We feel the Mission Marge Documentary Project is much more than a promotional vehicle
for the Bong Museum. We see it as an investment in the development of tourism in
Superior as a whole!

Digital Asset Management (DAM) Setup
A centralized, tourism-led DAM with controlled access that enables cross-departmental
use while maintaining brand integrity, organization, and ease of use.
Description: This estimate includes the agency services required to implement, organize, and launch a Digital Asset Management (DAM) platform for Superior Tourism's growing library of photo and video assets. A DAM is a centralized, cloud-based system that stores, organizes, tags, and retrieves digital media, functioning as a structured, searchable library for managing, accessing, and sharing brand-approved visual content.
As Superior Tourism's photo and video library continues to grow, a dedicated DAM helps ensure assets are securely stored, consistently organized, and easy to search and access by approved staff, partners, and vendors. The software subscription will be purchased directly by the City of Superior and is not included in this estimate. The scope below is built around a SnapSea Standard (1TB Storage) DAM-only subscription, which includes access to the DAM platform, Media Centre, and Galleries — tools that support centralized storage, keyword and metadata tagging, controlled user access, and efficient retrieval of approved assets.
Our team will complete a one-time Year 1 setup and organization process that includes auditing approximately four years of existing photo and video archives, identifying and curating the strongest and most useful assets, uploading selected content into the platform, applying consistent file naming conventions and metadata tagging, and building a clear folder and library structure. We will also review and organize available usage rights information associated with existing assets, establish governance standards and workflows for how content is added and maintained over time, and provide up to two (2) hours of training for key staff so the system can be used confidently and consistently from launch.
The result will be a structured, searchable, and ready-to-use media library that supports current marketing and tourism efforts while also improving long-term continuity, access, and usability across teams. The SnapSea account will be owned by the City of Superior for tourism use, and all assets uploaded to the platform will remain under your organization's control and accessible to authorized users at all times.
Setup work will begin once the SnapSea subscription is active and administrative access has been provided to our team. User Generated Content (UGC) functionality is not included in the SnapSea Standard tier reflected in this scope, but additional features can be added in the future if the program needs to expand.

Superior Together:
Building Pride, Supporting Business & Navigating the Blatnik Bridge Closure
Funding Request: $225,000
Year One: Fall 2026–Spring 2027 | Year Two: March–December 2027 | Year Three: January–December 2028
Purpose & Funding Request
The Tourism and Development Commission is asked to designate $225,000 to develop and launch a comprehensive
community branding, marketing, communications, and engagement campaign for the City of Superior in preparation for
the five-year Blatnik Bridge reconstruction.
The complete closure and rebuild of the Blatnik Bridge will create an unprecedented disruption to travel patterns,
consumer behavior, tourism, and the local business community. It will also create an important opportunity: to
intentionally shape how residents, visitors, businesses, and the broader region experience and think about Superior
during a period of significant change.
This initiative will create a unified, focused, resilient, and community-driven brand and adaptable marketing and
communications strategy that can support the community before, during, and beyond the bridge closure.
The campaign will provide consistent messaging across multiple channels, promote Superior businesses and
destinations, encourage local spending, support re-routing and wayfinding efforts, and keep residents and stakeholders
informed throughout the reconstruction. Most importantly, it will build community pride and help establish new
consumer habits that can strengthen Superior's economy for years to come.
Why This Investment Matters
The Blatnik Bridge closure is more than a transportation challenge. It is an economic and community challenge that will
affect how people move, work, shop, dine, recreate, visit, and do business throughout the Twin Ports and Northwest
Wisconsin.
During a five-year closure, consumer habits could change quickly. Residents may establish new shopping and dining
patterns. Visitors may choose different destinations. Businesses may face reduced visibility and customer traffic.
Without a coordinated effort to communicate Superior's value and make it easy for people to find, access, and support
local businesses, these changes could have lasting consequences.
At the same time, the bridge closure presents an opportunity to change consumer behavior intentionally.
A strong community brand and coordinated marketing campaign can reinforce a simple message: Superior remains
open, accessible, welcoming, vibrant, and worth experiencing.
The campaign will give local businesses, community organizations, tourism partners, and the City a common platform
and consistent message rather than relying on disconnected or short-term communications.
This is an investment not simply in a logo or marketing materials, but in economic resilience, community pride, local
business support, and the long-term identity of Superior.
Year One: Build the Foundation
Fall 2026–Spring 2027
The first year will focus on developing the brand, communications strategy, and implementation plan before the Blatnik
Bridge closes in March 2027.
Goal One: Select a Qualified Consultant
If funding is approved, the Tourism Coordinator will:
1. Select 2–3 Tourism and Development Commissioners to participate in the process.
2. Develop a formal Request for Proposals (RFP) through the City of Superior procurement process.
3. Review qualified applicants.
4. Select a consultant through the City's established review and selection process.
Goal Two: Develop a Community-Driven Brand and Marketing Strategy
Once selected, the consultant will work with the Tourism Coordinator, participating Commissioners, and key
stakeholders to:
1. Establish a comprehensive brand discovery process.
2. Lead an inclusive process that engages residents, business owners, community leaders, tourism partners, and
other key stakeholders.
3. Identify Superior's strengths, opportunities, stories, assets, and points of distinction.
4. Develop 2–3 potential branding directions for consideration.
5. Work collaboratively with the Tourism Coordinator, Commissioners, and stakeholders to select and refine the
final brand.
6. Develop a cost-effective, adaptable marketing and communications plan that can be implemented during the
five-year bridge closure.
The marketing and communications plan should provide recommendations for the appropriate mix of:
● Social media platforms and content strategies
● Integration with existing tourism marketing efforts
● Website development, maintenance, and digital content
● Direct mail and targeted communications
● Promotional materials that local businesses can use
● Digital advertising
● Signage, wayfinding, and visitor communications
● Community engagement and information-sharing
● Other communications tools necessary to respond to changing conditions during the bridge closure
The goal is to have the brand and marketing and communications campaign completed before the Blatnik Bridge closes
in March 2027, allowing the community to enter the closure period with a clear identity, consistent messaging, and an
actionable strategy.
Following completion, the Tourism and Development Commission will consider appropriation of the designated funds
necessary to launch the campaign.
Years Two and Three: Activate, Adapt & Sustain
Year Two: March–December 2027 | Year Three: January–December 2028
The brand and marketing strategy will serve as a foundation, but the campaign must remain adaptable throughout the
bridge closure. Consumer behavior, traffic patterns, business needs, tourism trends, and community concerns will
evolve over time.
Implementation funding will therefore support targeted marketing, communications, public relations, promotional
efforts, digital campaigns, signage and wayfinding, and other strategies identified through the Year One planning
process.
The campaign should be evaluated regularly and adjusted based on measurable outcomes and changing community
needs. This approach ensures the investment is not a one-time marketing effort, but a multi-year economic resilience
strategy capable of responding to the realities of the bridge closure.
Primary Audiences & Geographic Reach
The campaign should prioritize those who live, work, shop, dine, recreate, visit, and invest in Superior while also
reaching regional audiences who can contribute to the local economy.
Primary Audience:
Neighbors, friends, and family in the City of Superior and surrounding area.
Secondary Community:
Douglas County and the Twin Ports
Regional Audience:
Northwest Wisconsin's 10-county region, along with visitors and other audiences identified through the brand discovery
and marketing process.
Intended Outcomes
A successful initiative will produce measurable benefits for Superior and its business community, including:
1. A Unified Community Identity
Create a focused, resilient, and community-driven brand that reflects Superior's strengths, character, people,
businesses, and future.
2. Consistent Communication
Establish a comprehensive marketing and communications plan that gives the City, tourism partners, businesses, and
community organizations a common framework for communicating before and throughout the bridge closure.
3. Increased Community Pride
Build greater awareness and pride among residents by telling the story of Superior and highlighting the people,
businesses, destinations, and experiences that make the community unique.
4. Increased Local Spending
Encourage residents and regional consumers to shop, dine, recreate, and spend more of their dollars in Superior,
particularly as travel patterns and consumer habits change.
5. Preservation of Local Businesses & Jobs
Support local businesses by maintaining visibility, encouraging customer traffic, and helping businesses remain
connected to residents and visitors throughout the five-year closure.
6. Long-Term Consumer Behavior Change
Use the bridge closure as an opportunity to establish stronger local purchasing habits that can continue long after the
bridge reopens.
A Strategic Investment in Superior's Future
The $225,000 designation provides the resources necessary to begin this work before the community is facing the full
impact of the bridge closure. Waiting until the closure is underway would mean responding to disruption rather than
preparing for it.
This initiative allows Superior to be proactive.
It creates an opportunity to bring the community together around a shared identity, provide businesses with stronger
marketing support, communicate consistently with residents and visitors, and deliberately influence where people
choose to spend their time and money.
The Blatnik Bridge closure will change how people move through our region. It does not have to change how people
value Superior.
With a unified brand, a coordinated communications strategy, and sustained marketing investment, Superior can use
this period of disruption to strengthen community pride, support local businesses, preserve jobs, increase local
spending, and build consumer relationships that extend well beyond the five-year reconstruction.
Requested Action: Designate $225,000 to initiate the Superior Community Branding & Marketing Campaign and
establish the foundation for a coordinated, multi-year marketing and communications effort in advance of the Blatnik
Bridge closure.
