MEETING MINUTES SUPERIOR PUBLIC LIBRARY BOARD POLICY & BYLAWS COMMITTEE August 12, 2026 A meeting of the Library Board Policy & Bylaws Committee convened on Wednesday, August 12, 2026, at 5:30 p.m. in the Classroom of the Superior Public Library, 1530 Tower Ave., Superior, WI. Committee Members Present: Ron Leino, chair; Emily Groves, Julie Tersteeg, Sue Hendrickson Members Absent: Heather Rickerl Also Present: Sue Heskin, Library Director Committee Chair Ron Leino called the meeting to order at 5:45 pm. 1. Approval of minutes: Julie Tersteeg moved to approve the minutes of the May 20, 2026 Policy and Bylaws Committee meeting. Emily Groves seconded. Motion carried. 2. Draft of New Policy – Interlibrary Loan Policy A question-and-answer session was held regarding a new Interlibrary Loan policy for borrowing materials outside the NWLS region. The policy outlines patron eligibility and service requirements and brings local procedures into alignment with neighboring library systems. Julie Tersteeg moved and Emily Groves seconded to recommend the board to approve Interlibrary Loan Policy at the September 9 Board meeting. Motion carried. 3. Draft Lake Nebagamon branch library agreement updates This is the first update to the agreement since the branch was established in 2008. The proposed revisions are modest and primarily reflect current operational practices while adding clarifying language. The Friends group that operates the branch library is expected to consider and approve the amended agreement at its August meeting. Julie Tersteeg moved and Sue Hendrickson seconded to recommend the board approve the updated library branch agreement with the Friends of the Imogene McGrath Memorial Library at the September 9 Board meeting.
