Respectfully submitted by Mary Osborne. To: Superior Tourism Development Commission Subject: Proposal for an On-Location Content Capture Allowance Purpose The purpose of this proposal is to establish a modest On-Location Content Capture Allowance to support the creation of authentic, high-quality tourism marketing content while highlighting and supporting Superior's local businesses. As the City of Superior’s Tourism Coordinator, much of the work involves photographing and filming experiences throughout the community. The most engaging tourism content often features real interactions with local businesses, restaurants, attractions, and events rather than staged promotional images. Creating this type of content frequently requires making small purchases that naturally become part of the story being shared. Proposal Establish a small discretionary allowance to cover incidental expenses incurred during approved on- location content creation. Eligible purchases may include:  Coffee or specialty beverages from local cafés  Snacks or light meals from Superior restaurants  Small retail purchases from local shops or makers  Admission fees or other nominal costs associated with capturing tourism experiences  Other minor purchases that directly support the creation of tourism marketing content These purchases are not intended as personal meals or entertainment, but as part of documenting authentic visitor experiences while supporting local businesses. Benefits Implementing an On-Location Content Capture Allowance would:  Create more authentic and engaging tourism content by showcasing genuine visitor experiences.  Increase visibility for Superior restaurants, retailers, attractions, and local entrepreneurs.  Encourage community partnerships through regular visits to local businesses.  Generate a diverse library of photos, videos, and social media content for use across tourism marketing campaigns.  Demonstrate continued investment in the local economy by directing Commission marketing dollars back into Superior businesses. Budget Recommendation A monthly allowance of $100–$200 is recommended, depending on the anticipated volume of content creation and seasonal tourism activity. Funds would be used only for content creation activities occurring within Superior or directly supporting Superior tourism marketing initiatives. Accountability To ensure responsible use of the allowance:  All purchases will be documented.  Purchases will directly relate to tourism marketing objectives.  Tourism Coordinator will work with the Finance Department to establish a reimbursement/per diem process.
