Director Serck let Commissioners know the land trust documents are still working
forward. The Habitat house that was mentioned last meeting was toured and appears to be
a viable option.
5.2 Zoning Code Update
Commissioner Moffat initiated the zoning code update discussion by distributing a handout
he had prepared, which included proposed definitions, a use matrix, and sample
SmartCode provisions.
Director Serck reviewed revisions made to the proposed zoning map since the previous
Plan Commission meeting. He explained that the Planned Development District (PDD)
areas had been updated to reflect current land uses, industrial zoning districts should
consolidated, and the code had been narrowed to a single industrial district. He also noted
that additional information regarding the maritime zoning area would be forthcoming.
Commissioners agreed that the inclusion of a waterfront overlay district was important.
Commissioners engaged in a detailed discussion regarding zoning in the North End and
considered approaches that would provide flexibility while supporting the City's long-term
vision. The Commission generally agreed that a Downtown Mixed-Use designation would
be appropriate for much of the North End. Commissioners also reviewed individual
neighborhoods, discussing existing development patterns, density, and the most
appropriate zoning districts to preserve and protect neighborhood character.
