AGING AND DISABILITY RESOURCE CENTER OF
DOUGLAS COUNTY - ADVISORY COMMITTEE
Wednesday, September 9, 2026, 4:15 p.m.
Government Center, Boardroom 201
1316 N 14th Street, Superior, Wisconsin
1. ROLL CALL
Present – Carol Jones, Elisa Blank, Tom Karas. Absent – Rosemary Lear. Others Present – Stacie
Buchanan, Melissa Jarzomski, Committee Clerk.
2. APPROVAL OF MINUTES
Motion by Karas, second Jones, to approve minutes from March 11, 2026, meeting. Motion carried.
3. ACTION ITEMS
a. Review of Bylaws Updates: Proposed changes included establishing an initial two-year term for
committee appointments, prohibiting elected officials appointed to the Advisory Committee from
serving as committee officers, and clarifying that a quorum consists of committee members present
provided a minimum of two members are in attendance. Discussion included clarification regarding
participation by elected officials serving on the committee.
ACTION (REFERRAL): Motion by Jones, second Karas, to approve the proposed bylaw
amendments and recommend forwarding the changes to the Health and Human Services Board for
final approval. Motion carried unanimously.
4. INFORMATIONAL ITEMS
a. Advisory Board Update: Included in agenda.
1. Staffing update: ADRC is fully staffed since June 2026. Status quo; increase in screening
process. September, ADRC staff will attend Aging, Disability, and Independent Living
Network (ADILN) conference that’s held every two years.
2. Budget update: The ADRC budget and Alzheimer's Family and Caregiver Support Program
budget reviewed through June 2026. Buchanan reported the ADRC budget is on track and
that available staffing resources are being utilized to address screening demands. The
Alzheimer's grant program is experiencing increased utilization, particularly for respite
services, and is expected to fully utilize available grant funding this year
b. Advisory Board Membership:
1. Elisa Blank: Buchanan welcomed Elisa Blank to her first Advisory Committee meeting
following her appointment earlier in 2026.
2. Joanie Matson: Committee reviewed application from Joanie Matson. Because Matson is
employed by The Challenge Center, a conflict-of-interest mitigation plan was developed by
Corporation Counsel and reviewed by the State. Buchanan explained that the mitigation plan
allows Matson to serve on the Advisory Committee while requiring recusal from discussions
involving provider funding, contracts, or matters directly affecting her employer. Committee
members agreed her experience would be a valuable addition to the Advisory Committee.
ACTION: Motion by Jones, second Karas, to recommend appointment of Joanie Matson to
the ADRC Advisory Committee and forward the recommendation to the County
Administrator. Motion carried.
