• C. Pleasant View Road encroachment planning:
o Discussion was well attended by residents of Pleasant View Road.
o The Clerk did some research with the Towns Association Attorney and the Douglas County Highway Commissioner.
▪ The plat was established in 1915.
▪ My main concern was what if the town decides not to do anything, is there any liability to the town if the
road width stays the same, no widening. Both the Towns association attorney and the highway commissioner
say this is totally up to the board. If the road condition are kept up and there are no maintenance issues, like
neglect of bad road condition, etc. the town can not be liable for any damages. The highway commissioner
did state that because the road is not 20’ wide it is not eligible for LRIP funding, unless it is up to minimum
standards. But that could also be part of what the funding is for.
▪ After a lot of discussion about what residents believe would happen if the road was widened, including
further erosion issues on various properties, the entrance of Pleasant view from Hwy A. hat if we cut those
banks back, etc.
▪ Then the discussion changed to since the Town has no liability for the width of the road as long as the road is
maintained and the road itself has no safety issues, what happens if we leave it the way it is.
▪ Nick showed the map on the TV where you could see where the issues are, where the road is in relation to the
surveys; this was approximate because the Douglas County website may not be accurate , but the road
appears to be where it is supposed to be, for the most part. But you can see where it narrows, the worst is the
entrance off the high way.
▪ Most of the residents present do not want anything to change, the board saying that it has to change.
▪ So Nick Stated that we have some options: 1). The town widen the road to 20’ the entire length. 2). We do
nothing.
▪ Dan Zuchowski talked about treating everyone the same the entire length of the road, if we change any width
it must be the entire length.
▪ It was stated that if the residents, ALL sign, that they do not want anything done on the road, leave it as it is.
Then we can put this to rest.
▪ It would still be the boards decision as to what will happen.
• D. Resolution for no engine breaking sign on Highway a by Amnicon Lake River corners.
o Discussion about no engine breaking on highway A. Some board members thought that engine breaking was a safety
issue. But others say that if you are traveling at what the speed is suggested, you would not have to use the engine
breaking. It is noisy and can be avoided completely, most will comply if it is posted.
o After a considerable amount of discussion, Dan Zuchowski made a notion to put up a sign stating “no engine breaking”
by the corners at the exit of the Amnicon River on Hwy A, 2nd by Rae Ann Edwards. After no further discussion the
motion was approved.
15. Public Comment in accordance with WI Statute 19.84(2).
• The residents thanked the board for listening to their concerns, we will be back next month.
• Question was asked if the power poles needed to be removed, they thought not. Would have to contact ECE to know
for sure.
16. Meeting was adjourned with a motion by Dan Zuchowski, 2nd by Rae Ann Edwrads. Meeting was adjourned.
