Committee of the Whole 08/20/26 COMMITTEE OF THE WHOLE Douglas County Board of Supervisors Thursday, August 20, 2026, 4:00 p.m., Government Center Room 270 1316 N. 14th Street, Superior, Wisconsin 1. MEETING CALLED TO ORDER 2. ROLL CALL Present – Randy Skowlund, Scott Luostari, Jacob Moss, Nick Baker, Howard Hendrickson, Charlie Glazman, Alan Jaques, Rosemary Lear, Lee Sandok Baker, John Lohse, Sue Hendrickson, Mark Liebaert, Joe Moen, Dennis Cummings, Mark Cummings, Bill Fennessey, Kelly Peterson. Absent – Wendy Bong, Steve Long, Marquise Slay, Anders Hultstrom. Others present – Dave Sletten, Bill Whiteside, Shelley Nelson, Carolyn Pierce, Matt Izzard, Jerry Moe, Kaci Lundgren, Melissa Jarzomski (Committee Clerk). 3. APPROVAL OF MINUTES Motion by Jaques, second S. Hendrickson, to approve August 21, 2025, minutes. Motion carried. 4. WELCOME Sletten and Liebaert welcomed attendees. 5. DOUGLAS COUNTY MISSION, VISION AND ESTABLISHED PRIORITIES County Board Supervisors were asked to review and rank the six priorities established by them in 2023, to identify any changes. Priorities established with the following rankings: 1 – public safety, 2 – sustainable infrastructure investment, 3 – responsible development, 4 – professionalism, service and efficiency, 5 – natural resources, 6 – compassion. ACTION: Motion by Baker, second Luostari, to approve priorities in ranking order as voted on. Motion carried. 6. OVERVIEW OF FINANCIALS Included with agenda. 7. CHALLENGES/PROJECTIONS FOR 2027 Department managers submitted individual challenges and opportunities for 2027 as included with agenda. 8. NEXT STEPS Prepare 2027 budget in alignment with priorities. 9. ADJOURNMENT Motion by S. Hendrickson, second D. Cummings , to adjourn. Motion carried.
