All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Administrator Isaacs confirmed the meeting did receive proper public notice. Roll call was taken with Alderpersons Tom Hotek, Leanne Beyer, Pat Moen, Darrow Novy, Randy Seeley, and Rick Hanke present. Liz Parish and Mark Lankey were absent. Others in attendance were: City Administrator Cory Isaacs, Administrative Associate Sara McDonald, Police Sergeant Chris Kucinsky, and Hillsboro Sentry Editor Nicolette Nauman. Motion by Hanke, seconded by Beyer to approve October 20, 2025, City Council Minutes amendment and November 17, 2025, City Council Minutes as presented. Motion carried by voice vote. There was no Registered Public Comment. Committee Reports and Business Motion by Hotek, seconded by Novy to approve the monthly bills for payment. Motion carried by voice vote. Motion by Novy, seconded by Hanke to approve Resolution #14-2025: Appointment of Election Inspectors and Tabulators. Motion carried by voice vote. Motion to adjourn at 7:04 PM by Hanke, seconded by Beyer. Motion carried by voice vote.
