All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Administrator Isaacs confirmed the meeting did receive proper public notice. Roll call was taken with Alderpersons Tom Hotek, Leanne Beyer, Darrow Novy, Liz Parish, Rick Hanke, Mark Lankey, and Randy Seeley. Pat Moen was absent. Others in attendance were: City Administrator Cory Isaacs, City Treasurer Lisa Johnson, Administrative Associate Sara McDonald, Police Chief Patrick Clark, and Hillsboro Sentry Editor Nicolette Nauman. Motion by Parish, seconded by Hanke to approve October 20, 2025, City Council Minutes as presented. Motion carried by voice vote. There was no Registered Public Comment. Motion by Beyer, seconded by Hanke, to open public hearing on Special Charges to the Property Tax Bills at 7:02pm. Motion carried by voice vote. Motion to close public hearing on Special Charges to the Property Tax Bills at 7:03pm by Seeley, seconded by Hotek. Motion carried by voice vote. Motion by Beyer, seconded by Hanke to open public hearing on the 2025 City of Hillsboro Budget at 7:03pm. Motion carried by voice vote. Treasurer Johnson gave a detailed 2026 Budget of all funds presentation showing the total property tax levy will be set at $773,662.00, which reflects a 19.56% increase over 2025. Motion to close public hearing on the 2025 City of Hillsboro Budget at 7:12pm by Hanke, seconded by Lankey. Motion carried by voice vote. Motion by Hotek, seconded by Beyer to approve Resolution #11-2025: 2026 Budget Adoption. Motion carried by voice vote. Motion by Hanke, seconded by Novy to approve Resolution #12-2025: Health Reimbursement Arrangement Accounts. Motion carried by voice vote. Motion by Hanke, seconded by Beyer to approve Resolution #13-2025: Fee Schedule. Motion carried by voice vote. Motion by Hotek, seconded by Parish to approve Ordinance #3-2025: Hillsboro 2045 Comprehensive Plan. Motion carried by voice vote. Mayor Kubarski announced the 2025 Holiday Decorating Contest starting 11/18/2025 and winners to be announced on 12/19/2025.
