The following board members and staff were in attendance: Chairman-Ryan Selbrede, Supervisor II-Nate Abbott, Supervisor I -Jim Olson, Clerk -Carrie Nilssen, Patrolman- Bruce Peterson. Additional attendees: Donna Justin, Fred Brown, Kevin Schmitz March 11, 2026 Special and Regular Meeting Minutes a. Supervisor II – Nate Abbott made a motion to approve the March 11, 2026, special and regular meeting minutes as presented, seconded by Supervisor I – Jim Olson. All Ayes, motion to approve passed. 2026 Road Materials Bid Opening b. Supervisor II – Nate Abbott made a motion to approve the following low quotes for materials in F.O.B. and Delivered products by the following vendors, seconded by Supervisor I – Jim Olson. All Ayes, motion to approve passed. c. Supervisor II – Nate Abbott made a motion to approve Fahrner Asphalt Sealers for crack sealing ¾ x ¾, >5,000 lineal feet with a quote of $1.05 – 8,000 min., seconded by Supervisor I – Jim Olson. All Ayes, motion to approve passed. d. Supervisor II – Nate Abbott made a motion to approve Fahrner Asphalt Sealers for single and double application to hard surface/gravel surface seal coating with a quote of 3/8” granite/mile of $20,180.76 ($1.72 sq yd) and ($3.44 sq yd), seconded by Supervisor I – Jim Olson. Supervisor II – Nate Abbott made a motion to approve Scott Construction for Asphaltic Cold Mix delivered with a quote of $108.55, seconded by Supervisor I – Jim Olson. Supervisor II – Nate Abbott made a motion to approve Lepke Trucking & Excavating for pulverizing with a quote of $0.346 sq yd, seconded by Supervisor I – Jim Olson. All Ayes, motion to approved passed. g. Supervisor II – Nate Abbott made a motion to approve Fahrner Asphalt Sealers for the LRIP Project with a quote of $3.44 sq yd and a double application over gravel with a quote of $25,019.12, seconded by Supervisor I – Jim Olson. All Ayes, motion to approve passed. Road Review Date & Time h. Supervisor II – Nate Abbott made a motion to set the 2026 Road Review to be Wednesday, April 15, 2026, at 5:00pm at the Leon Town Hall, seconded by Supervisor I – Jim Olson. All Ayes, motion to approve passed. Public Comment i. Donna Justin complimented the Town by saying, “The Town Roads are in much better shape than the county roads.” j. The Spring 2026 Weight Limits have been lifted as of Monday, April 16, 2026. k. The 4-H club has begun their annual roadside cleanup. There has been lots of trash. l. The 4-H club will be holding their Community Supper on April 25, 2026 and has extended an invitation to the Leon Town Board. m. Discussion was held on the Emplify Gundersen Ambulance Service. There have been multiple situations where ambulance assistance was needed, but the company had no one to send. A meeting will be held on Thursday, April 9, 2026, with Emplify Gundersen, 5 City Officials and the Police Chief to get a better understanding. n. Friends of the Little LaCrosse Watershed will be meeting on Thursday, April 23, 2026, from 6:00pm – 8:00pm, beginning with a potluck dinner at Justin Trails. There are three grants available. Ladder Road Bridge Project o. Supervisor II – Nate Abbott made a motion to authorize Jewel Associates Engineers, Inc. to complete the WIDOT LSSIP Program on behalf of the township, seconded by Supervisor I – Jim Olson. All Ayes, motion to approve passed. Resolution Supporting A Comprehensive & Sustainable Transportation Funding Solution p. Supervisor I – Jim Olson made a motion to approve Resolution No. 2026-1 as presented, seconded by Supervisor II – Nate Abbott. All Ayes, motion to approve passed. Treasurer’s Report q. Clerk - Nilssen presented the Financial Report for March 2026. Checking account ending balance $9,892.38. Money Market ending balance $242,727.36. Supervisor II – Nate Abbott made a motion to approve the Financial Report as presented, seconded by Supervisor I – Jim Olson. All Ayes, motion to approve passed. Patrolman’s Report r. Large Item Dropoff will be held April 8 & April 11, 2026. s. The brush pile on Manhattan has been burned. t. Ditch repair was discussed. Clerk’s Report u. Clerk – Nilssen presented the AR and AP Transaction List for March 2026. Supervisor II – Nate Abbott made a motion to approve the Transaction List for March 2026 as presented, seconded by Supervisor I – Jim Olson. All Ayes, motion to approve passed. v. The 2026 Budget to Actual comparison was presented. Board of Review Dates w. Supervisor I – Jim Olson made a motion to set the Board of Review date as May 13, 2026 at 6:00pm, during this meeting the Board will set to adjourn for a later date, seconded by Supervisor II – Nate Abbott.
