The Martell Town Board Monthly Meeting, September 9th, 2025 at 7:00 PM at The Martell Town Hall, located at W5581 800 th Avenue, Spring Valley, WI 54767 REGULAR TOWN BOARD MEETING MINUTES 1. Call to Order: Chairman Brathol called the meeting to order at 7:02 2. Roll Call: All present 3. Verification of Public Notice: Confirmed with affidavit 4. Kaminski made a motion to approve the Agenda, Kidd 2nd, all in favor, motion carries 5. Kidd made a motion to approve the minutes from the 8/12 Meeting, Kaminski 2nd, all in favor, motion carries 6. Kidd made a motion to approve the minutes from the 8/26 Wrkng Mtng, Kaminski 2nd, all in favor, motion carries 7. Receive Treasurer’s report - Cash Balance: Start $175,687.78 End $267,249.30 8. Action/Discussion Items: a. Kidd made a motion to approve Disbursements, Kaminski 2nd, all in favor, motion carries b. Kidd made a motion to approve the Amended Building Inspection & Permit Ordinance 2025-07, No discussion, Kaminski 2nd, all in favor, motion carries c. Kaminski made a motion to approve Resolution 2025-04 To open a non-interest bearing account for Building Permit Deposit Funds, Kidd 2nd, all in favor, motion carries d. Brathol made a motion to send Driveway Ordinance 2025-08 to Loberg for legal review Kidd 2nd, all in favor, motion carries e. Kidd made a motion to go with St. Croix Garage door proposal for the insulated door with the understanding that Bob will do the bulk of the prep work and the cost is not to exceed the bid of $6,242, Kaminski 2nd, all in favor, motion carries f. Budget Workshop prep: 2025 Budget Status update, amended budget timeline, answered preliminary questions. g. Nuisance properties & junk vehicles: All county violations, not township; however for policing, they rely on complaints and want to run it through the township. The county is fining violators. Beth will check with WTA and other townships about ordinances. Fence dispute: Beth had a complaint and passed on legal recourse info. h. Kidd made a motion for Board members who are able to attend the WTA Annual Towns Convention in October, Kaminski 2nd, all in favor, motion carries i. Finalized Comprehensive Plan - Will be delivered to all required entities by end of week 9. Discuss road work: - Scott’s construction starting pre-work for chip seal work. 10. Discuss and approve driveway permits - None to discuss 11. Received Building Permits Report: WIFF, CHARLES & BARBARA, 5237 835TH AVE, RES ADD/ALT 12. Received Pierce County Land Use Permits: a. SPENCER ANDERSON, W6475 210TH AVE - POLE SHED, SEED SALES STORAGE b. RIVER COUNTRY COOPERATIVE, N7706 HWY 63, ANHYDROUS AMMONIA TANK c. DENNIS WAWRACZ, W5518 STATE RD 29, CAR PORT d. KYNAN KAMINSKI, N8799 540TH ST, GRUND MOUNTED SOLAR e. ABRAHAM PLACE, 26990 620TH ST, POLE SHED 13. Receive Department / Committee Reports a. Planning Commission - Top 5 issues, building permit pricing, new chair b. EAASOC Report - nothing c. Employee’s report- 120 hrs, tractor & grader need maintenance, old shop garage door d. Cemetery Report: tree trimming work completed, will be working on a cemetery budget. Before & after photos. e. Discuss maintenance & repair issues: suggested to take chip seal before & after photos 1. Read correspondence: Erik Hansen, Conditional Approval Seed Storage Facility, EFSA Public Notice of Meeting, Rural Mutual Refund of WC $ post annual Audit, Dog violation letters, N7838 535th Ave, DNR Manage Forest Law eligibility letter, WTA Unit meeting & Fall Conference, American Pest Solutions rodent control agreement, W7111 730th Ave request for new fire number sign, wi.gov email grant submission,QB 14. Set date(s) for next meeting(s): Kidd made a motion to hold the Regular Town Board Meeting, October 7, one day early due to WTA, Kaminski 2nd, all in favor, motion carries Kidd made a motion to hold the Budget Workshop Meeting, Tuesday, October 21 at 5:30 PM, Kaminski 2nd, discussion followed re: timeliness for Budget to be completed in time for proper notice. Kidd amended the motion to hold the Budget workshop meeting on Wednesday, October 15th at 5:30 PM, Kaminski 2nd, all in favor, motion carries. Kidd made a motion to hold Open Book, November 10; Robin will reach out to Mark about the time. Kaminski made a motion to hold the Public Budget Hearing on November 11 @ 7pm, then the Special Meeting to Adopt the Budget immediately to follow, after which to hold the Regular Town Board Meeting, Kidd 2nd, all in favor, motion carries. Brathol made a motion to hold the BOR on the 18th, Kaminski 2nd, all in favor, motion carries. 15. Public Comment: L Larson: Questions about PC training and road construction timing 16. Next meetings’ agenda items: Flood Grant, revisit driveway ordinance, Budget work, update on non-interest bearing bank, newsletter content, data control (pw etc) 17.
