The Martell Town Board Monthly Meeting Minutes August 12th, 2025 at 7:00 PM, at the Town Hall, W5581 800 th Avenue, Spring Valley, WI 54767 1. Call to Order: Chairman Brathol called the meeting to order at 7 pm 2. Roll Call: All members present 3. Verification of Public Notice - affidavit confirmed 4. Approve Agenda - Kaminski made a motion to amend the agenda to move the River Country presentation to top of agenda then approve agenda with change, Kidd 2nd, all in favor, motion carries. 5. Reps from River Country Co-op (est 1936): Discussed State approved plans for Anhydrous Ammonia storage facility at existing station on Hwy 63, 1 mile south of the town hall. One 26,000 gallon tank with a 30,000 to be added later. Goal is for safer and more efficient product delivery to ag community. Start date: September 8 or 9th. 6. Brathol made a motion to approve the minutes from the July 8, 2025 Town Board Meeting, Kidd 2nd, all in favor, motion carries 7. Kidd made a motion to approve the minutes from the July 14, 2025 Town Board Working Meeting, Kaminski 2nd, all in favor, motion carries, 8. Brathol made a motion to approve the minutes from the July 17, 2025 Road Bid Award Meeting, Kidd 2nd, all in favor, motion carries 9. Receive Treasurer’s report: $18,399.27 in disbursements. $57,530.24 in receipts: ending balance: $ 175,687.78 10. Kidd made a motion to approve Disbursements, Kaminski 2nd, all in favor, motion carries 11. Kaminski made a motion to approve of Ordinance 2025-04 Custodian of Records Assignment and Duties, Kidd 2nd, all in favor, motion carries 12. Kidd made a motion to approve of Ordinance 2025-05 Notice of Records Request Access, Kaminksi 2nd, all in favor, motion carries 13. Kidd made a motion to approve of Resolution 2025-03 Setting Public Records Access Fees, Kaminksi 2nd, all in favor, motion carries 14. Kaminski made a motion to approve of Approve Ordinance 2025-06 to Adopt the Town of Martell Comprehensive Plan, Kidd 2nd, all in favor, motion carries 15. Kaminski made a motion to table the Building Permit and Inspections Ordinance and send it back to the planning commission to ensure that the process reflects the accurate order of operations for approval, Kidd 2nd. Discussion to clarify the ask. Kaminski will attend the planning commission meeting next week. All in favor, motion carries. 16. Presentation of the new Website, townofmartell.com. Implementation date will be at the Clerk’s discretion. 17. Discuss road work: 770th Shoulder washout issues. Brathol will talk with Elliot at the county and will follow up with the board. 18. Receive Land Use and Building Permits & Inspections Reports: SWANSON, LORI & PETER 7097 770TH AVE RESIDENTIAL NEW SINGLE FAMILY, LARSON, BRADY 8412 620TH ST DECK, DUMOND, JUSTIN 8197 690TH ST DECK, CONSTANT, JUSTIN 5857 690TH AVE RESIDENTIAL ADD/ALT, Certificate of Occupancy issued: 7/11/2025 5497 STATE RD 29 19. Planning Commission: Received and filed ToM Maintenance List including all known assets. Thank you and nice work. Kaminski suggests facilities budget discussion at the next working meeting. 20. EAASOC Report: Met last week, approved 3 new expenses: software for medics, subscription to employee assistance plan, & maintenance plan for expensive medical equipment. Approved a 2026 budget that includes a 5% per capita increase; informing towns now for budget planning 21. Received Employee’s written report: Patcher repair, 180 hrs, no questions 22. Cemetery Report: - Met Mary Lafavor, sexton, at the cemetery. Some trees need to be trimmed or removed. Mary’s nephew does tree removal and can trim and remove trees at a cheap cost. 23. Correspondence: WI DOR, Chippewa Valley Energy 25-26 LP Contract, Gowey Title Co, Land Purchase Special Assessment Certification, Old Town Shop Repair Estimate, DNR Managed Forest Land Orders, 24. Set date for next meeting(s) - Kidd made a motion to hold a Working meeting Tuesday, August 26th at 5:30 and the next regular Town board meeting on September 9th, at 7 pm, Brathol 2nd, all in favor, motion carries. 25. Public Comment: Town Siren, Clarification: Personal Property will not be assessed as part of the revolution; Clarification: Does Comprehensive Plan address messy properties? The CP Sets the foundation, but that would need to be done through ordinance. 26. Next meetings’ agenda items: WM: inspection ordinance, budget planning, 2025 budget amendment. Including funds for maintenance list by PC, highway funds, & garage door. 27. Kidd made a motion to Adjourn, Kaminski 2nd, all in favor, motion carries
