TOWN OF MARTELL NOTICE OF TOWN BOARD WORKING MEETING MINUTES Monday, July 14, 2025 at 5:30 PM at the Martell Town Hall, W5581 800 th Ave, Spring Valley, WI Agenda: 1. Call to order: Chairman Brathol called the meeting to order at 5:31 2. Roll Call: All Members Present 3. Verification of Public Notice: Confirmed 4. Discuss Budget status: Goal is to determine if we can afford the road work bids. 5. Discuss Road Work Bids to award on July 17: After discussion the board agreed to offer the contract to Scott’s Construction 6. Per July 8th meeting minutes: Discuss estimate for hill damage to shoulders on 770th (going east by Faldes) as mentioned at the July 8th meeting ($5-$7K) - Board decision was to skip this agenda item. 7. Planning Commission a. Planning commission compensation Prep for August approval i. for Pre-ordinance work - lump some per person ~ $500/member $3,500 or $3,000 depending if Town Chairman does/does not take his portion. ii. for post ordinance work - $25/meeting/person since May 13th meeting. iii. Clerk to reach out to the WTA Hotline &/or County HR to confirm how best to process back-pay for PC members. b. Delegation process i. adjust PC meeting date to take place two weeks before the next board meeting for agenda placement timing and avoiding major delays. ii. Kaminski recommended that any charge is documented and sent to the chair and Vice-chair of the PC. Robin/Town Clerk will send this each month to the PC. 8. Discuss Draft of Ordinance Appointing Custodian of Records i. Discussion to push this ordinance to the August Board meeting for approval. 9. Finalize Revaluation, Open Book BOR FAQ. Discussion a. Ky will work with Robin to finalize this document. Deadline first week of August. 10. Begin drafting agenda for August 12th Board meeting 11. MS Office subscription sharing- skipped due to time constraints 12. Kidd made a motion to adjourn at 6:32 Kaminski 2nd, all in favor, motion carries.
