Planning Commission Meeting Minutes from 11/21/2025 Meeting Attendees: Wayne, Lori, Fred, Travis, Kat, Prescott Absent: Dale Special Guest: Trevor-Excel Energy Meeting called to order 6:05pm Meeting was properly noticed Motion to approve the minutes from the previous meeting 10/22: Motion made-Fred and second by Prescott. All approved. Discussion: • Trevor-Excel Energy o `3101 line-345000-volt line changing wood poles over to steel o Signed lease with Karass-2-year lease with option to extend based on the timing and when the work is completed. o Gravel pad approximately 100x100 could be as big as 200x200 o Yard will be restored back to natural state o Don’t typically fence in the area as theft isn’t prevalent o Only structures no wire nor transformers stored onsite o Drilling will start after Labor Day and then they will begin to set the posts ▪ Motion was made by Travis to send the Excel Energy land use to the full board for approval. 2nd by Wayne and all approved • Discussion about Ordinance from Isabelle in regards to roads o Also discussed Rock Elm ordinance for large scale, o Motion made by Kat to table the road ordinance until the next meeting to get more informed on road ordinances. Lori seconded and all approved. o Everyone to review and send questions to the committee regarding additions or any other concerns before the next meeting. • Isabelle CAFO discussion o Prescott to send to the Planning committee o Need the creation of a spill and notification ordinance ▪ Need to investigate how a spill is defined by DNR and DOT. o Discussion around how we look at CAFO’s and should we go a blanket CAFO that covers many aspects or should we tailor it more to our area and break the themes more off in a piecemeal effect. o Robin to contact Lowberg regarding Class B ordinance for roads o Need to consider air pollution/air quality ordinance o Animal disposal ordinance o Indemnification (BOND)? • Discussion around All Croix Inspections o How can we see their bills itemized or more transparency as to how and what is charged by All Croix o Should we be seeing more detailed bills and fee schedules • Discussion around not meeting in December o The discussion was mixed overall, but in the end the committee will have a one- hour meeting on the 9th from 6-7pm Set Agenda for next meeting • Next meeting date 12/9/2025 Tuesday 6pm • Read Isabel Ordinance paying specific attention to the road ordinance section and enforcement. • Review anything from Lowberg that was provided Class B roads Road Ordinances.
