PRESENTATION ON TRAFFIC STOP AND CITATION REPORT. Chief Weier presented data on traffic stops and citations from the past quarter, noting that there were 48 stops, 7 citations issued, and 7 warnings issued. Ballistic vests have been received. The Department was reimbursed $4600 from the VVP grant for this expense. The Police Department completed E-Bike and E-Scooter safety training with 3rd through 8th grades. The Mineral Point Police Department recently received a prescription drug drop box through a grant secured through the Iowa County Sherriff’s office. The drop box is located at the Police Department. Chief Weier stated that a lot of office time is spent completing open records requests and redacting videos. Page 2 of 2 DISCUSSION AND POSSIBLE CONSIDERATION OF TRAFFIC SAFETY CONCERNS (U-TURNS ON HIGH STREET, PROPOSED “WHITE LINE” ON SHAKE RAG STREET, RADAR SPEED BOARD OPTIONS). A concerned citizen contacted the Police Department regarding U-turns on the mid-block of High Street. State law states that U-turns are illegal mid-block in business districts. At a previous Street Committee meeting, discussion was had to paint a solid white line in the south bound lane of Shakerag Street near Shake Rag Alley. The idea was to narrow the street in attempt to slow down drivers. Chief Weier believes that this line would cause confusion as to what it represents. Parking stalls are not painted, except for the handicap stall. However, if we are trying to narrow the road to slow down traffic, parking stalls could be painted instead of a solid white line. The committee recommended having parking stalls painted on Shakerag Street, near Shakerag Alley. Chief Weier researched speed boards and provided a couple of options to the committee. He would recommend one that is DOT approved to be able to put on the Business Highway as well. Locations the speed board would likely be placed is on Shake Rag Street, two different areas on the Business Highway, Fair Street for monitoring Cummins traffic, and perhaps by the schools. Speed board prices range from $3,000-$4,700 for the basic that would collect some data, but not a lot. For under $3,000 or there are boards that flash but don’t collect any data. For boards that collect more data, the data includes recording how many cars go by and the speed of each car. The Committee likes the idea and believes that having a speed board that can be moved around, rather than a trailer, would be beneficial. If the price stays between $4,000-$6,000, this can be purchased as soon as a speed board is found and agreed upon. If the speed board’s permanent home would be on Shakerag Street, this could be a TID expense. Motion (Burrows/McKeon) to recommend Council approval of a pole mounted speed board. Motion carried, all voting aye (3-0). ADJOURNMENT Motion (McKeon/Graber) to adjourn at 5:51 PM. Motion carried, all voting aye (3-0). ___________________________ Matthew Honer, City Administrator Approved: 10/1/2026 ☒ New Business ☐ Unfinished Business ☐ Reports ☐ Closed Session ☐ Ordinance/Resolution Meeting: Water and Sewer Committee Department Reporting: Administration Submitted by: Administrator ISSUE: Pedestrian and traffic safety on Copper Street, adjacent to the swimming pool. BACKGROUND/ANALYSIS: Loading and unloading along Copper Street creates a dangerous situation due to children crossing the street in areas that are blind spots. There are currently 4 “No Parking” signs on the south side of the road and 2 on the north. The Public Health and Property Committee and the Parks Committee reviewed this issue as well. Their recommendation was to permit short-term parking (5-minute drop-off, etc.) on the north side of Copper, and add no- parking paint marking to the south side. They also recommended having law enforcement stationed at the location during more busy times. RECOMMENDATION: Approve with or without conditions or deny. FISCAL IMPACT: To be determined, but may include staff time, pavement marking paint, and signage. ATTACHMENTS: None. 2027 Squad Bid Notes • The Mineral Point Police Department opened bids for a 2027 Ford Police Package, AWD Sport Utility Vehicle on 09-14-2026. Bids were due on 10-01-2026. • Four dealerships provided bids, Fillback Ford Inc., Hallada Auto Group, Pioneer Ford and Virtue Motors. • All bids were reviewed and matched to requested specifications. • To make comparable, title/registration fees were removed from the Fillback bid. • To make comparable, title/registration and “cloth rear seat” fees were removed from the Virtue Motors bid. Bid amounts are listed below. 1. Pioneer Ford - $44,575.00 2. Hallada Auto Group - $45,176.00 3. Virtue Motors - $45,567.00 4. Fillback Ford - $45,573.00 Funds for the purchase of a 2027 squad car have been approved and are in the 2026-2027 CIP account. In the past, the police department purchased squads from all four of these dealers. All are reputable and provide good service. I recommend the acceptance of the lowest bid of $44,575.00 from Pioneer Ford.
