Subject: Administrator’s report on transition
There’s lots to do and lots to learn as I balance short-term immediate tasks while moving forward larger
projects. Staff prove to be great mentors; knowledgeable, professional, and fun to work with. Matt
Honer remains available and we have weekly calls as needed to check in.
In addition to the short-term tasks of permitting and coordinating committee meetings, I’m engaged in a
series of projects initiated by Matt or other community members:
1. Brewery Creek subdivision: The project is generally progressing well. There are 6 sales pending,
and 2 potential buyers that have expressed interest. The discontinuance and replat issue will
take some time in the next two months.
2. Lead Service Line grant: I had a kick-off call with EPA to understand the grant requirements,
specifically our local match and the federal procurement and bidding guidelines. Staff have an
internal kick-off meeting on Wednesday, 9/9 after which I’ll meet with Superintendent
Fosbinder to develop a workplan for submission to EPA.
3. Driftless Roots Childcare: The city took possession of the building on Tuesday, 9/1. I’ve assisted
the daycare owner as needed with the WEDC grant, including continued engagement with the
city’s attorney regarding the Developer’s Agreement, a lease for use of the building, and
finalization of the promissory note for the RLF funding.
4. Cornish Heritage Park: The project is on track thanks to generous support in time and funding
from community members. The project hasn’t taken much of my time, save for discussion about
future maintenance work. In the next month, the city will be requesting reimbursement from
WEDC for the Vibrant Spaces grant.
5. DNR Outdoor Rec Grant: The city received preliminary approval for the $357,000 grant to fund
50% of the total project costs. The formal award isn’t expected until September, 2027. Between
now and then the city will need to complete a Phase I Archeological and Cultural Resources
study, and may begin design and engineering.
6. Update of the Historic District: In 2025, The city was awarded $32,500 to conduct a survey and
update to the Mineral Point Historic District. Legacy Architecture is currently completing Phase I,
and the project is scheduled to be complete by March 1, 2027. The consultant is primarily
liaising with the Historic Preservation Commission.
7. DOA non-state grant: The city is a named partner on a state grant to support exterior
restoration on the Mineral Point Opera House. No current action, however I’ve set up meetings
to get familiar with the project and identify any support I can provide.
Please don’t hesitate to call or email if I can be of service.

ISSUE: Approval of a CSM, with potential follow-up action regarding a variance.
BACKGROUND/ANALYSIS:
Mr. Fleming intends to build a new garage on his property. The lot lines were unable to be confirmed, and so a CSM
was created to determine lot lines and inform setbacks. The proposed garage, as currently designed, would require a
variance, however that action is separate from the requested CSM approval.
The CSM may be approved independent of any proposed variance since it would also inform the location of future
conforming structures.
RECOMMENDATION: Approve the CSM only, with no action or discussion on the potential variance.
FISCAL IMPACT: None.

ISSUE: Approval of a CSM for a new zero lot-line development in the Brewery Creek subdivision.
BACKGROUND/ANALYSIS:
Mr. Wedig plans to build multiple, zero-lot line residential units in the Brewery Creek subdivision. The CSM is required
in order to permit this construction, and additional information related to the ordinance is also being submitted.
RECOMMENDATION: Recommend the CSM for Counsel approval if the zero lot-line ordinance amendment was
recommended for approval.
FISCAL IMPACT: No cost impact. Positive property tax and tax increment growth from new development.
ATTACHMENTS: Wedig CSM and related information pertaining to the zero lot-line development.

The Building Inspector certifies the shared wall, from the lowest level/basement to the underside of
the roof sheathing along the common property line is fire rated for 1 hour. A letter from the inspector
confirming this is shown on the prints, or that they are aware and will confirm after construction... THIS
HAS BEEN CODE SINCE ROUGHLY THE 90'S.. BUT IF YOU WANT A INSPECTOR LETTER PLEASE LET ME
KNOW...
The Building Inspector or Water and Sewer Superintendent verifies each dwelling unit has its own
independent sewer and water utility connection and meters. I can work with Nate Fosbinder, our water
superintendent on this. YES. BUT IN THE FUTURE I HOPE THE CITY IS NOT REQUIRING 2 SEPARATE
TAPS ON THE MAIN..
3. A recorded maintenance agreement is provided that covers the shared maintenance of the common
roof and wall and easements for repairs. THIS GETS GET RECORDED AT TIME OF CLOSING/SALE
4. A Certified Survey Map is applied for and approved if splitting an existing lot. Received
5. The maximum size of a lot with a residential building split by a property line is 10,000 sq ft. Received
and confirmed on CSM
6. The side yard setback is at least 10' on the non-shared side of the lot. The CSM appears to meet
this. Please confirm the distance between the house and the 6' utility easement.. YES.. WE HAVE
PROPER CLEARANCE 16 FT
7. Remaining standards shall be the same as those for single-family detached dwelling unit structures.
I can confirm this when I have the remaining information.

☐ Closed Session X Ordinance/Resolution Meeting: Plan Commission
Department Reporting: Administration Submitted by: Troy Maggied
ISSUE: Consideration of an ordinance amending the zoning code for zero-lot line development and to permit
childcare facilities in the C-2 Highway Commercial District.
BACKGROUND/ANALYSIS:
The zero lot-line modification was presented at the August Plan Commission meeting and is intended to enable
greater flexibility in the city’s zoning ordinance. The inclusion of childcare facilities into the C-2 District is required in
order to allow the proposed childcare facility to comply with the zoning ordinance. The Zoning Ordinance pre-dates
the construction of the 4-lane highway and prohibited this use due to traffic volume. Construction of the 4-lane
highway has reduced traffic on Ridge Street, making childcare an acceptable use in the C-2 District.
If approved, these changes will be sent to the city’s legal counsel for inclusion in the ordinance update.
RECOMMENDATION: Recommend to Council for Approval.
FISCAL IMPACT: There is no direct fiscal impact to the city from this action, however, it will enable the zoning
ordinance to be more flexible for development.

Issue: Consideration of placing planters in the downtown for the bicentennial.
BACKGROUND/ANALYSIS:
As the City’s Bicentennial Committee prepares for a twelve-month celebration filled with events designed to celebrate
Mineral Point and to bring in crowds throughout the year, the committee is asking for the installation of 18 concrete
flower planters to be installed on High Street and Commerce Street, from the post office down to the Railroad Museum.
These planters will provide continuity along our beautiful downtown as well as bright, attractive colors and greenery in
contrast to the hard concrete, stone, and brick surfaces along downtown. The planters will be filled and cared for by
volunteers. Concrete planters are best for durability, are weather resistant, and will last for many years. Many
municipalities across the country beautify their streets with flowers, and Mineral Point deserves to shine for its
200th birthday.
Review:
The following considerations have been made: not to exceed weight limit of city’s skid steer; planter design includes fork
lift access for easy transport; planter size accommodates for safe sidewalk passage for pedestrians; planter height
considered for visual clearance for traffic. Planters will be moved seasonally and stored behind the wastewater treatment
plant by Streets Dept.
RECOMMENDATION: Approve, deny, or approve with conditions.
FISCAL IMPACT: Pending a grant application with the Mineral Point Community Foundation, $0 to purchase. If grant fails,
consideration of $15,000 for 2027 budget.

☒ New Business ☐ Unfinished Business ☐ Reports
☐ Closed Session ☐ Ordinance/Resolution Meeting: City Council
Department Reporting: Administration Submitted by: Troy Maggied
Issue: Consideration of a preliminary resolution to begin the process of correcting incorrectly platted lots at the Brewery
Creek subdivision.
BACKGROUND/ANALYSIS:
During the platting of the original housing development on Antoine Street, now adjacent to the new Brewery Creek
subdivision, the surveyors working on the job at that time incorrectly platted the residential lots. This error was identified
during the platting of the new subdivision.
This preliminary resolution begins the process of vacating and discontinuing portions of the impacted lots. The process
requires serving notice to property owners adjacent to the impacted lots, holding a public hearing, and ultimately adopting
a resolution to vacate and discontinue the portions of certain lots. The public hearing and council action will be at the
November meeting.
Review:
This process “cleans up” a historic error, and offers the opportunity to make land records more accurate.
RECOMMENDATION: Approve the preliminary resolution to begin the process.
FISCAL IMPACT: No long-term fiscal impacts. Short-term legal and survey costs are TIF-eligible expenses.
ATTACHMENTS: Preliminary resolution and related exhibits.
