DISCUSSION OF FIRE STATION CAPITAL IMPROVEMENT PROJECT – DEVIN FLANIGAN.
Devin Flanigan of Keller presented an overview of the Fire Station Capital Improvement Project and
explained that the purpose of the meeting was to identify the committee's priorities for the project. He
stated that the design process would begin by evaluating existing building deficiencies and determining
which improvements should receive the highest priority. Proposed improvements were organized into
the categories of health, safety and welfare; operational efficiency; and recruitment and retention.
Flanigan reviewed the preliminary list of potential improvements and requested feedback from the
committee regarding items that should be prioritized, modified, or removed.
The committee discussed the need for an exhaust capture system. While Flanigan noted that such a
system is recommended by the National Fire Protection Association (NFPA), it is not currently required
by state code. Schrank recommended considering a hoseless exhaust system and noted that the building
will still be required to meet minimum air circulation requirements. After discussion, Marr
recommended removing the exhaust capture system from the priority list.
The committee identified improvements to the decontamination process as a high priority. Members
discussed the importance of locating turnout gear storage and wash/decontamination areas adjacent to
one another to improve workflow. Flanigan explained that the current facility lacks designated hot,
warm, and cold zones, resulting in limited separation between contaminated and clean areas. Flanigan
noted that any significant remodel or building addition would require the facility to be brought into

compliance with current building codes, while more limited remodeling projects may qualify for certain
grandfathered provisions.
The committee discussed the lack of shower facilities within the station and agreed that one or two
showers would be beneficial, particularly during the winter months.
Parking availability was also discussed. Marr stated that expanding parking at the current site would be
difficult, and the committee agreed that improving the functionality of the building should take
precedence over parking improvements.
The committee identified the apparatus bays as one of the project's highest priorities. Members noted
that the existing bays are too short to accommodate a larger modern fire apparatus and could limit
future equipment purchases. The committee supported modifying the existing bays and providing at
least one taller and longer apparatus bay while maximizing use of the existing structure.
The committee discussed locker room facilities. The Mayor noted that any improvements would
significantly enhance the current facility. Members agreed that basic lockers for one change of clothing
would be adequate; however, the committee determined that locker rooms should remain a lower
priority than operational improvements such as apparatus bay expansion.
Administrative space was reviewed. Members agreed that the current shared office space functions
adequately but could benefit from additional room for file storage and one private workspace.
The committee discussed record storage and agreed that fire-resistant filing cabinets would adequately
address current needs.
General equipment storage was identified as an opportunity to improve organization and inventory
management by consolidating equipment into one area. Members also discussed incorporating hose
storage and a workshop into the same space. To reduce costs, the committee favored a hose drying rack
system rather than constructing a hose drying tower. The compressor room could also be incorporated
into the workshop and storage area.
Dormitory space was discussed. Marr stated that dormitories would be beneficial but likely exceed the
project's budget. Schrank suggested designing space that could accommodate future dormitories, even
if the area remains unfinished initially. The committee discussed planning for two to four beds. The
Mayor requested that future concept plans include options both with and without dormitory space.
The committee reviewed recruitment and retention amenities, including a day room, lounge, and
muster room. While members agreed these spaces would improve morale, they determined they should
remain low-priority items compared to operational needs.

The existing fitness room was also discussed. Marr noted that the current space is small, located
upstairs, and contains limited equipment. The committee agreed to include a fitness room as a lower-
priority item to be considered if the project budget allows.
The committee agreed that providing three additional apparatus bays should remain one of the
project's highest priorities.
Emergency power was discussed, and the committee agreed that installing a backup generator should
be considered a priority. Administrator Honer also recommended evaluating the feasibility of
incorporating solar power into the project, provided it would not reduce the number of apparatus bays.
Flanigan noted that a building addition would likely require installation of a fire suppression sprinkler
system. The committee also inquired whether the addition of a sprinkler system could result in reduced
building insurance costs.
Overall, the committee expressed a preference for focusing available funding on improvements that
directly enhance the station's functionality for firefighters rather than lower-priority amenities.
The committee discussed potential construction phasing. The fire station would need to remain
operational throughout construction. Flanigan suggested beginning with the building addition and
completing as much work as possible before renovations to the existing apparatus bays begin.
Temporary accommodations for apparatus and equipment would likely be required during portions of
construction. Flanigan also noted that any second-floor addition would be limited to approximately
3,000 square feet due to ADA egress requirements.
The committee discussed exterior building materials and expressed a preference for a brick-and-mortar
appearance. However, members acknowledged that budget constraints may require alternative
materials and indicated they would support durable materials that provide an attractive, weatherproof
exterior.
Regarding next steps, Flanigan will incorporate the committee's feedback and meet with the project
architect to begin developing preliminary concepts. Depending on the progress of those discussions, the
design team will either prepare initial layout options or schedule an additional planning meeting.

next meeting is scheduled for July 27 at 5:15 p.m.
