Motion carried, all voting aye (4-0). DISCUSSION OF FIRE STATION CAPITAL IMPROVEMENT PROJECT – DEVIN FLANIGAN. Rob Lindstrom of Keller, Inc. presented preliminary plans developed from the discussion held in June. The concepts included an approximately 3,700-square-foot addition and an additional approximately 600-square-foot area, providing additional apparatus bays and modifications to the parking area. The proposed floor plan includes seven apparatus bays. The area currently used by officers would be removed and converted into space for a shorter apparatus. Lindstrom noted that the elevation of the roadway remains a significant challenge and will need to be evaluated before the plans can be further refined. Keller is awaiting roadway plans, and City Administrator Maggied will connect Delta 3 Engineering with Keller to coordinate the necessary information. Alder Goodney asked whether the exterior roofline had been considered. Lindstrom explained that, based on the anticipated budget and square footage, the concepts do not include usable second-floor space. The final roof design has not yet been determined. Alex Trollop discussed the firewall separating the proposed apparatus bays from the existing building and noted the importance of creating adequate visibility and access between the spaces to avoid vehicles entering or exiting a blind area. Schaaf stated that the primary priority for the project is creating additional space for fire apparatus. Marr expressed concern about the slope from Doty Street and whether an apparatus could safely back CITY OF MINERAL POINT 137 HIGH STREET, SUITE 1 MINERAL POINT, WI 53565 608-987-2361 OFFICE OF THE CITY CLERK-TREASURER Mayor – Danny Clark City Administrator | Matthew Honer | administrator@cityofmineralpointwi.gov City Clerk-Treasurer | Christy Skelding | cityclerk@cityofmineralpointwi.gov into the proposed smaller bay. The Committee agreed that obtaining accurate elevation information is an important next step before further refining the proposed layout. Committee members discussed having Keller representatives attend future meetings in person. Keller indicated that meetings could also be conducted virtually if Committee members receive hard copies of the plans in advance. Keller emphasized the importance of establishing clear expectations and the desired level of involvement so the firm can gather the appropriate information and move the project forward. CONSIDERATION OF FIRE TRUCK AGREEMENT. Chief Walrack previously provided former City Administrator Honer with the proposed Fire Truck Agreement and comments from the Fire Department’s attorney. The attorney generally found the agreement acceptable but noted that it does not include a process for resolving a deadlock between the parties. The agreement currently requires the parties to confer and determine a course of action but does not provide a tie-breaking or dispute-resolution mechanism. The Fire Department’s attorney also recommended establishing a completion date to prevent a stalemate from extending beyond the expiration of the agreement without a replacement or refurbishment being completed. A correction was noted regarding the aerial apparatus, which should reference a 75-foot aerial rather than a 75-inch aerial. Administrator Maggied stated that the City forwarded the agreement to the City Attorney on June 16, who has been on paternity leave. Maggied will forward the Fire Department attorney’s comments to the City Attorney for review. The Committee discussed possible methods for resolving a deadlock, including establishing a separate committee or potentially utilizing the Citizen Police Committee as a deciding body. ADJOURN Motion (Marr/Walrack) to adjourn at 6:08 p.m. Motion carried, all voting aye (5-0).
