MINUTES CITY OF MINERAL POINT JOINT MEETING STREETS COMMITTEE AND WATER & SEWER COMMITTEE Tuesday, July 14, 2026, 5:30 PM Community Room, City of Mineral Point City Hall CALL TO ORDER/ROLL CALL Chair Christensen called the meeting to order at 5:30 pm. Approval OF JUNE 30, 2026 MINUTES Motion (McKeon/Graber) to approve the minutes. Motion carried, all voting aye (3-0). CONSIDERATION OF STATE MUNICIPAL MAINTENANCE AGREEMENT RELATED TO THE RECONSTRUCTION OF STH 23/39 (COMMERCE ST.) AND SPRUCE STREET. Stefan Ciobanu, Project Manager with the Wisconsin Department of Transportation (WisDOT), responded to Administrator Honer via email with the answers to outstanding questions from the latest meeting. The DOT will not proceed with design until they get a signed maintenance agreement with the city. It appears as though the bid would be posted for just over 4 months, beginning November 1, 2032. Intending to award the bid by March 8, 2033. Ciobanu said they would be making improvements as “necessary” to HWY 23. They wouldn’t overlay the entire road, but will be replacing all asphalt on Spruce Street as that is where the storm water will go. Asphalt will be replaced as the street is dug up. Fosbinder stated that whether we agree to this now or in 2033, they will make us agree to it. Thinks if this is actually true, nothing says that 2033 is guaranteed. Honer says if we don’t agree to this, they won’t start design until we do. All of the items in the agreement the city already does. This is just to agree to maintain the storm water system. If we don’t agree to that, they will have to come up with another plan. Nobody likes that there are no concrete dates from the DOT. Fosbinder wants to continue to plan to replace the underground utilities before the DOT work. If these dates are true, we should be planning for underground utilities as they plan for the work on Spruce Street. With DOT funding a mill and overlay, we should plan to do the underground as well, because DOT may not come back in 6 years, but then the infrastructure is done. Graber says to just keep going forward since that is some of the oldest pipe in the city. Honer said the mill and overlay went from 2028 to 2027, and doesn’t know that we are financially in a position to do the project in 2027. We should continue to evaluate and try to get as much infrastructure in the ground as possible before they mill and overlay it. Christensen says we need to approve the maintenance agreement and figure out how we’re going to get this done on our side. The city can ask if the mill and overlay can be done in 2028 instead of 2027 to align with our schedule. Motion (McKeon/Graber) to recommend Council approval of the State Municipal Maintenance Agreement related to the Reconstruction of STH 23/39 (Commerce St.) and Spruce Street. Motion carried, all voting aye (3-0). Adjourn. Motion (Graber/McKeon) to adjourn at 5:52 pm. Motion carried, all voting aye (3-0).
