Town of Exeter
Regular Board Meeting
Monday, November 13, 2023 – 7:00PM
Ted Fahey, Mark Gundlach, Kent Brauer, and Clerk Sass were present.
Town members: Chris Backes, Dale Gutman, Siegfried Eckhardt (Siggi), Silke
Barrett and Rick Diaz
Notice legally posted.
Minutes: The minutes from October 9, 2023, regular meeting presented. Motion to
approve October 9, 2023, regular meeting minutes (MG/KB), all in favor,
approved.
Treasurer Report: Dawn summarizes balance as of October 31, 2023:
$482,556.60. ARPA funds gained $538.13 in interest. The balance is now
$114,232.52. Motion to approve treasurer report (MG/KB), all in favor,
approved.
Announcements: We received a Pelliterri Thanksgiving card and new Towns
Association handbook.
Supervisor report: Ted – announced Chris Backes as EMS Chief, started today.
There will be a full EMS and Fire audit going back two years. There is a committee
to determine parameters and get an RFP out to auditing firms. Don Tourdot asked to
look at the previous Exeter audit reports so they get an idea what they will need to
get together. Kent – Dec. 18 for sentencing Amanda Mead for fraud committed at
Senior Center during her tenure. Her mother sent a $40,000.00 check for restitution
several weeks ago. Mark – nothing to report.
Citizen Input: Dale – Happy Thanksgiving to everyone. Chris – no comment. Siggi –
broadband grant application was submitted. There would be nineteen miles of fiber
included in this grant. The money is left over ARPA funds. Brooklyn dropped out,
Belleville did not opt in and if the grant is awarded, Exeter gets all of it. The Grant
committee commented that we had a great grant proposal. Time frame to award
grant is before the end of the year.
Committee Reports: Rick – the park committee made a motion to approve up to
$300.00 for pickle ball court. The court was painted last Sunday. There will be a
notice in the paper thanking Hellenbrand Septic for their support of the park over
the years. They are also planning on a gift card for the Hellenbrand’s. They have
some notes on cameras and auto locks for the new port-a-potty building. Laura
Vorpahl would like to come in and talk to the town board about Zelle donations.
They also talked about choosing a color for the new port-a-potty – it will be close to
roof color on the two shelters. Dec. 5 is the date for the next meeting. Mark – will
the two port-a-potties be removed from the park? Ted said they can be moved if
needed.
Unfinished: None.

contract (MG/KB), all in favor, approved.
