Public Works Committee Meeting
March 19, 2026
Meeting called to order by Chair Olson at 5 pm. Members present were Jacob Bachim, Todd Klahn,
Public Works Director Spilde, and Dan Olson.
February 16, 2026, Meeting Minutes. Bachim moved to approve the minutes. Olson seconded.
Vote taken; motion carried.
2026 Street Work – Spilde presented an overview of the areas that we have bids out for sealcoating (N.
Rutland Ave., the West block of Lincoln St., Market St., Commercial St., and Railroad St.). Bid opening
will be on April 9. In 2020, we did these same roads for $53,000. We have a balance from last year of
$60,823. We hope to have some left over to crack fill on Hwy 92, Heritage, and Prosperity.
South Rutland (Hwy 104) future road project (2030-2032) - Spilde gave an overview of recent issues
(17 broken water mains in the past 10 years and replacement of whole sections of pipe). Discussion
about waiting or scheduling replacement now.
Board Sidewalk Plan – The village has sidewalk plans, but discussion as to where the money will come
from. This is also on the agenda for the next board meeting. No updates from Green County. The worst
section of sidewalk is S. Rutland/Hwy 104. Klahn stated he would like to complete the S. Rutland/Hwy
104 area but would like to do it in conjunction with the state project, so we don’t have to redo it twice.
Spilde explained that it is a concern, but we could do it with approvals from the state if we can get them
to let us know what we can do. Spilde explained that we need to address a plan for sidewalks in the rest
of the community. Questions to think about: Are we going to have engineers involved? Are we going to
bid it out? How are we going to pay for it? Further discussion about the size of sidewalks, placing
sidewalks on schedules for maintenance, installation, etc.
Tool Cat Replacement – Spilde provided copies of the bids. There is $10,000 in the sewer equip.
replacement fund. Discussion trade in, equipment swap out- 1-3 years, warranty. Klahn made a
motion to approve the $9,000 that the bid states for this year but would like the questions
discussed to be asked. Bachim seconded. Vote taken; motion carried. Spilde to order the tool cat
and ask the questions discussed for future considerations.
2026 Projects - Legion Park Fences – Spilde explained that the resident wants the fence, but no trees
cut down. If we don’t take the trees down, the fence could incur damage from the debris. Also, the
owner would like a 6-foot-high fence, which increases the cost by $3,000 for a total of $11,000.
Discussion would it be better to plant a row of trees versus a fence, softballs from the diamond, gate.
Spilde/Bachim to have discussions with the resident. Replace 250 – Spilde is looking into the pricing
for the replacement of the F250 for this year. State bid is about 20,000-30,000 more than it was three
years ago. Further discussion once pricing is confirmed. Village-owned furnaces – No new updates,
would recommend looking at replacing furnaces, windows, before remodeling the kitchen and other
areas. Loader – Capital project needs to be discussed once we have received prices, and then we can
take it to the board for a decision. Discussion about the age of the equipment.
Park Inspection Policy and playground checklist – Spilde provided background for the policy and
checklist (copies handed out). Looking for the committee's approval. Klahn made a motion to approve
the Park Inspection Policy and playground checklist. Bachim seconded. Vote taken; motion
carried.
Possible Collaboration Services with Village of Oregon – Innovation Grant - Spilde provided
background. Discussion about payment, formal agreements, grant funding coverage (i.e., street
sweeper, boom truck), some pros and cons, short-term and long-term, etc.
WWTP permit requirements April 30
th facility study due – Part of disinfection process. Meeting to
take place in two weeks to go over plans/costs. Spilde provided items that the DNR will be asking about
and other what ifs.
WWTP dissipative cooling report – Spilde mentioned that we failed the cooling study at this time; we
have not heard back from the DNR. What we are currently doing right now, as you drive down Hwy 104,
on the last manhole, you will see a contraption sitting there. We are working on another temperature
study to show that the original thermometer wasn’t working accurately. Discussion about water
temperature, ground temp, other areas studies, waiting on DNR responses, etc.
Public Works Report – Consumer Confidence Report was submitted and is good. Audit has been
completed. Facility Plans. Lab Equipment calibrated. SCADA is old to our backup system and is on its
last legs. We are now, as of today, using the cloud that the rest of the village is on. Emergency
Management – this is the year Dane County does a Mitigation update. Cemetery update (2 graves, 2
cremations). Historical Society Space (Old PD Office) – The historical society wants all the lights
changed. Street Sweeping - was supposed to be today. Roberts is taking the CTMI DNR Arborist class (3
days 3 times per year)– DNR is recommending that someone from a municipality be an arborist. Also,
he has to complete a Project/ Presentation, about the Community Fruit Garden (plant some apples,
pears), which he is putting together. Presentation will be at an April/May board meeting. Lincoln Street
Pond – corner of N. Rutland and Lincoln St., there is a pipe that goes to the pond. It heaved up this
winter – taking it out of the cement block and putting in breaker work with Kranig. Trees 4-5 have been
cut down. Brush pick up has started. Used oil update. Hotel St. Project
Meeting adjourned at 6:36 pm.
