Call to Order The regular meeting of the Zoning and Land Use Committee was held in the County Board Room at the Green County Courthouse in Monroe on Monday, September 14, 2026. The meeting was called to order by Vice Chair Pennington. A roll call was taken and those present at the meeting included Todd Larson, Steve Donovan, Kathy Pennington and Dawn Leach. Dennis Schwartz was excused. Also present at the meeting was Adam Wiegel, Green County Zoning Administrator. 2. Approval of Minutes i. Approval of minutes of previous meeting Motion by Larson, second by Donovan to approve the August 10, 2026, Zoning Committee minutes. The motion carried by unanimous voice vote. 3. Approval of Bills Motion by Leach, seconded by Larson to approve the Zoning Departments Bills. The motion carried by unanimous voice vote. 4. New Business i. Discussion and possible action relative to proposed ordinance amendments to Green County Zoning Ordinance Creation of Section 4-3-3-7 short term rentals. The Zoning Committee discussed the following concerns regarding the short-term rental ordinance. Short-term rental conditional use permits are not being transferable at the time of sale and, if that, is discriminatory towards females. Under Wisconsin law, counties have the legal authority to require a conditional use permit to expire when a property is sold. The Committee discussed a number of governmental units that approved short-term rentals that are non-transferable. Wiegel informed the Board that about a third of the conditional use permits issued by the County for short-term rentals in the last year and a half were issued to women. The Committee determined that conditional use permits for short-term rentals would expire if a property is sold. The definitions in the new ordinance are confusing. The majority of new definitions were taken from State Statutes. A chart was distributed explaining the definitions. The Committee discussed and approved the chart. Motion by Leach, second by Larson to approve the short-term rental ordinance (no changes from the ordinance that was previously sent to the County Board) and send it to the County Board for action. The motion carried by unanimous voice vote. ii. Discussion and possible action relative to proposed ordinance amendments to Green County Zoning Ordinance regarding Data Centers. An outline was distributed regarding the community educational outreach sessions that will be hosted by Victoria Solomon, UW Extension Green County. The Committee expressed its thanks to Ms Solomon and the UW Extension for spearheading, in a timely fashion, the research and public engagement required as follows on the recent adoption of a Data Center Moratorium. The Committee reviewed and discussed data center definition examples that were researched by County staff. No decision was made regarding definitions at this time. It also discussed an email they received from a citizen regarding data center tax incentives. The issue will be placed on next month's agenda. iii. Review and recommend approval of the 2026 projected and 2027 budgets to the Finance Committee 2027 budget Wiegel informed the Committee that payroll and fringe benefits went up. In general, all other budget lines remained the same. Motion by Leach, second by Larson to recommend approval of the 2027 budget to the Finance Committee. The motion carried by unanimous voice vote. iv. Discussion and possible action regarding Zoning Department fees The Committee had a short discussion regarding fees. No fees were increased at this time. 5. Updates 6. Committee raised topics – Items may only be discussed and any item requiring action must be placed on a future committee agenda Superviser Pennington attended the Green County Towns Association meeting and updated the Towns regarding the Data Center Moratorium. She asked all Towns to provide input to the Committee. 7. Set date, time, and location for next meeting 8. Adjourn Motion by Donovan, second by Leach to adjourn.
