Motion carried. Grand total: $293,485.21 Motion by Knox, seconded by Nelson to adjourn the meeting. Motion carried. Respectfully submitted, Lisa Bergum Account Specialist Human Services Dan Williams, Director The 2027 Human Services budget does not reflect significant changes to programs or services, with the exception of utilizing $500,000 of Opioid Litigation Settlement funds for the development of new sober living opportunities. The proposed budget utilizes a significant amount of non-lapse funding to maintain current services and support anticipated expenditures. We continue to monitor the financial sustainability of all programs; however, programs such as our Aging Nutrition Program are experiencing ongoing financial pressure due to higher-than-average meal costs, increased demand, reduced funding, and depleted non-lapse reserves. Human Services continues to experience increasing costs while many State and Federal funding sources remain stagnant or have been reduced. Salary and fringe expenses remain a significant driver of the department's overall budget, which is consistent with the size and service-intensive nature of the department. Out-of-home care is another significant budget driver and is currently tracking near historical averages overall. Costs associated with Winnebago Mental Health Institute are currently below projections, while Children and Youth out-of-home care costs are above projections. The department continues to focus on prevention, community intervention, and other strategies intended to influence the need for and duration of these placements, while recognizing that placement costs are also affected by factors outside the department's control. CYF Manager and Director Williams attended to learn more about DCF’s efforts to bring Motivational Interviewing (MI), as an evidenced- based program, to Wisconsin’s Child Welfare system. Introducing MI into the Child Welfare workflow would allow the state of Wisconsin to claim additional Title IV-E funds for prevention activities. We will continue to monitor DCF’s planned proposal and roll- out and evaluate our role and timing when additional information is provided. Green County New Home Buyer Program On July 22nd, 2026, Green County Development Corporation hosted a Non-Profit Roundtable to introduce their new “Welcome Home Green County” program, a first-time homebuyer program providing a $10,000 grant for the down payment of a primary home. Green County Human Services has partnered with the program to be a site where participants may volunteer to earn their 100 hours of volunteer service. Green Bay Packer Foundation Grant for Men’s Resource Center The Men’s Resource Center was awarded a $6,000 grant by the Green Bay Packer’s Foundation. The funds will be used to assist them in their room expansion and bathroom remodel project. Director Williams assisted in writing the grant proposal on behalf of the Men’s Resource Center, to help expand Transitional Housing in Green County. CACs of Wisconsin 3rd Annual Leadership Day On September 9th, 2026, Green County Child Advocacy Center (CAC) Director Stephanie King and Director Williams attended the 3rd CACs of Wisconsin Annual Leadership Day. It was a great day to connect with other CAC Leaders from across the state.
