LAND USE & ZONING MEETING MINUTES
1. Call to Order
The regular meeting of the Zoning and Land Use Committee was held in the County Board
Room at the Green County Courthouse in Monroe on Monday, August 10, 2026. The meeting
was called to order by Chair Schwartz. A roll call was taken and those present at the meeting
included Dennis Schwartz, Todd Larson, Steve Donovan, Kathy Pennington and Dawn Leach
(items 1-5ii). Also present at the meeting were Adam Wiegel, Green County Zoning

3. Approval of Bills
Motion by Donovan, seconded by Larson to approve the Zoning Departments Bills. The motion

4. Public Comment (Limit 3 minutes per person)
One member of the public provided comments regarding data centers.
5. New Business
i. Discussion and possible action relative to proposed ordinance amendments to Green
County Zoning Ordinance Creation of Section 4-3-3-7 short term rentals.
The short-term rental ordinance was sent back to the Zoning Committee by the County
Board. The County Board had two main concerns. First, was short term rental conditional use
permits not being transferable and was that discriminating towards females? The Committee
directed Wiegel to research the ownership of recent vacation rentals approved by the Board of
Adjustment and report back to them. The second issue was the concern regarding
definitions. The majority of new definitions were taken from state statutes. The intent was to
have common definitions for individuals that are dealing with the County and the
State. Donovan volunteered to create a chart to help explain the definitions. At this time, the
Committee did not see a reason to change the current ordinance. The matter will be on next
month's agenda.
ii. Discussion and possible action relative to proposed ordinance amendments to Green
County Zoning Ordinance regarding Data Centers.
Victoria Solomon, UW Extension Green County presented to the Committee an outline for
community education outreach regarding data centers. Tentatively, two community education
and engagement sessions will be held in October, aggregated community responses will be
shared with the Committee in November and an educational session will be provided for the full
County Board in November. The Committee directed Wiegel and MacLannen to research the
definition of a data center for the next months meeting.
iii. Discussion in regard to obtaining County Board feedback for proposed ordinance
amendments
Wiegel will work on finding a way to better educate the County Board in regard the ordinance
creation process. With the goal of getting the County Board to provide the Zoning Committee
input on ordinances before the public hearing
6. Updates
i. budget
Wiegel stated that the budget process would be different this year. Wiegel will meet with the
County Administrator and the finance director to create a budget for the Committee to approve.
7. Committee raised topics – Items may only be discussed and any item requiring action
must be placed on a future committee agenda
Pennington will provide an update to the town's association regarding Data Centers at the
August Green County Towns Association meeting.
8. Set date, time, and location for next meeting
9. Adjourn

Through the Zoning & Land Use Department, Green County administers zoning regulations and controls the use and
division of land, including wireless communications facilities, non-metallic mining operations, and manufactured
housing. The Zoning Department administers State-designed shore land & wetland and Federally-identified
floodplain regulations, as well as reviews rural road names and issue addresses.
The Zoning Department reviews soil tests and issues sanitary permits for the proper installation of private onsite
wastewater treatment systems. They also staff the Zoning & Land Use Committee and the appointed Board of
Adjustment and, of course, continue to be a valuable resource for planning, zoning or other land use advice. The Land
Use and Zoning Department budget increased about 10% from 2025 to 2026. The main cause of the increase was staff
salary and fringe benefits.
