AGENDA ITEM:
4. New Business
i. Approval for Human Services Employee to Carry Over Additional Vacation
BACKGROUND
Request:
Our Human Services Manager- Economic Support, Laci Bainbridge, reached her anniversary
date on July 13, 2026. At that time, she had 55 hours of vacation leave, of which 40 hours were
eligible to be rolled over, and 15 hours were forfeited.
Manager Bainbridge had planned to use additional vacation time prior to her anniversary date;
however, due to ongoing staffing challenges, she determined that taking additional time off was
not appropriate under the circumstances. Since the beginning of April, the Economic Support
unit has experienced multiple staff absences due to medical leave. In June, an additional staff
member was absent for an extended period following the death of an immediate family member.
These unforeseen staffing shortages impacted the unit's ability to maintain adequate coverage
and meet the demands of Economic Support operations. As the manager, Bainbridge
postponed her planned time off in order to provide leadership, support staff, assist with
coverage needs, and help ensure that required workloads and performance expectations
continued to be met.
Given these circumstances, we are requesting to allow Manager Bainbridge to roll over an
additional 15 hours of vacation that were forfeited on July 13, 2026.
The Green County Employee Handbook States:
All employees (hourly and salaried) may roll over up to 40 hours of unused vacation at their
anniversary date. Any remaining unused earned vacation will be forfeited. A Department Head
may request that an employee, including themselves, roll over more than 40 hours of unused
earned vacation by making a request to the Personnel and Labor Relations Committee. Unused
vacation hours at an employee’s anniversary date are not paid out. (IV. Benefits of
Employment). Vacation. 3.)
Background on Economic Support:
Economic Support work is highly monitored, with regular tracking of key performance metrics
such as application processing timeliness, call volume, error rates, and other measures. In
addition to processing applications within established timelines, Green County is required to
provide coverage for a designated number of shifts at the regional call center. These staffing
requirements remain in place despite both planned and unplanned staff absences.
When multiple staff members are out of the office, whether due to scheduled leave, illness, or
other unexpected circumstances, it becomes increasingly challenging to maintain adequate
staffing levels while also meeting established performance benchmarks. Staff must balance
application processing responsibilities with call center coverage and other required duties, which
can place significant demands on available staff.
Furthermore, Economic Support work has become increasingly complex due to continually
changing federal mandates, requirements, and interpretations of long-standing policies. These
changes require ongoing training, research, and monitoring to ensure staff understand and
correctly apply current requirements. As a result, the work is not routine and requires a
significant level of knowledge, attention to detail, and ongoing monitoring to maintain accuracy
while also meeting established processing timelines.
RECOMMENDATION
Approval for Human Services Manager Bainbridge to roll over an additional 15 hours of vacation
that were forfeited on July 13, 2026
FISCAL IMPACT
No Fiscal Impact. When the Human Services Manager - Economic Support, is out of the office,
the position does not require additional staffing. Responsibilities are absorbed by existing staff
within their regularly scheduled work hours.

II GENERAL EMPLOYMENT POLICIES
Job Transfer Page 7
A transfer is the movement of an employee from one position to another in the same Pay Grade.
Whenever an employee transfers to another position, there shall be no salary adjustment. This,
however, does not apply to Pleasant View Nursing Home Pool employees. If an employee
transfers from a Pool position to a regular benefitted position, they will be placed at Step A if
they were originally hired as a Pool employee, or returned to their original step if they started
employment as a regular benefitted employee. (Amended 7/31/24) (Amended 8/27/26)
The above addition in RED is needed due to a change in where Pool employees are now paid on
the pay scale. All Pool employees will be paid at Step K (top step) starting August 17, 2026. This
is a significant pay increase for this position. CNA Pool were paid at Step D, LPN Pool were
paid at Step H, and RN Pool were paid at Step E. This change has been implemented to help
Pleasant View begin to stop their reliance on agency staff. While these rates are higher than what
was being paid for these positions, the rates are lower than what is being paid for agency staff.
