AGENDA ITEM:
2. New Business
i. Discussion and possible action regarding appointment of and step placement of
Angela MacLennan to Corporation Counsel
BACKGROUND
MacLennan has been serving as Assistant Corporation Counsel since 2011 and, with the
retirement of Corporation Counsel, Brian Bucholz has been offered and accepted the top
position for the Department. MacLennan has done an excellent job in her role and comes highly
recommended by all department heads she has worked with during her time with the County.
MacLennan has accepted the position at Pay Grade 100, Step C, $54.88 per hour/$114,152.58
annual. MacLennan will begin the new role effective August 15th.
RECOMMENDATION
Confirm the appointment and Grade and Step placement for MacLennan as Corporation
Counsel.

AGENDA ITEM:
2. New Business
ii. Discussion and Possible Action regarding appointment of Terry Snow as Interim
Nursing Home Administrator
BACKGROUND
Terry Snow has accepted an offer to become the Interim Administrator at Pleasant View
Nursing Home. Snow previously served as Administrator at Pleasant View and started in a
similar situation when the home was struggling with staffing and finances. When I met with her
to discuss the role, she had already researched how it would affect her state retirement,
renewing her nursing home administrator license and had plans on meeting with staff to
reintroduce herself to ease the fears of transition and to analyze operations.
Snow's recommended salary will be Grade 100, Step J, $65.89 per hour. Being a rehired
annuitant of the state retirement system, she will not be receiving retirement or health
insurance, and she also will not be receiving vacation or time-off benefits. The interim
administrator I interviewed for the position would cost around $20,000 per month with the
increased costs of paying the agency, travel, lodging and meals and would not have the
institutional knowledge that Snow has.
For transparency, Snow is married to County Supervisor Joe Snow.
RECOMMENDATION
Confirmation of the appointment of Terry Snow as Interim Administrator for Pleasant View
Nursing Home.

AGENDA ITEM:
2. New Business
iii. Discussion and possible action regarding the appointment of William Kummer as
Information Technology Director
BACKGROUND
We were fortunate to have over 20 applicants for the IT Director position. From those, we
conducted multiple first round phone screens and second round interviews with an interview
panel to select two finalists. The final interview consisted of an interview panel consisting of
department heads, Ryan Ellingson, the IT staff for the Sheriff's Office and IT Committee Chair
Melissa Even, as well as a scenario test with the IT Staff. Based on the feedback from the two
groups, the results of the background and reference checks and offer was made to and
accepted by William Kummer.
Kummer comes with over 20 years of IT experience at all levels, from hands-on troubleshooting
to department management and long-term planning. I feel Kummer would provide stability and
a steady presence for the department. Kummer has accepted the offer at Pay grade 95 Step D,
$52.83 per hour/$109,887.96 per year. Kummer's first day with the County will be August 24th.
RECOMMENDATION
Confirmation of appointment of Kummer as IT Director.
