Manager — Behavioral Health
BACKGROUND
Netsmart is the major provider of Electronic Healthcare Record (EHR) Systems for Wisconsin
Counties. We are currently considering their solution, myEvol, for our next EHR. Attending the
Netsmart Connections Conference would allow us to further evaluate their solution, connect with
current users/superusers of their products, and learn industry best practices for EHRs that are
not vendor specific.
About the Conference
The conference will be held September 13-16, 2026, in Denver, CO. CONNECTIONS will be an
invaluable opportunity to engage with Netsmart associates and more than 1,400 peers who use
Netsmart solutions and services. This annual event is known for offering informative sessions
regarding industry hot topics, tips and tricks for optimizing Netsmart solutions, and extensive
networking opportunities.
The General Conference will offer more than 100 sessions – some of which will offer hands-on
opportunities to develop new skills while receiving in-person assistance and feedback from
Netsmart experts and other clients.
All sessions were recommended by Netsmart clients, resulting in an agenda filled with industry
updates, round table sessions, lessons learned and the introduction of new innovations.
Sessions are also classified by role and skill level, so we can craft an agenda that matches our
interests, abilities and role.
RECOMMENDATION
Approve out-of-state travel for the Human Services Director and Human Services Manager -
Behavioral Health to attend the Netsmart Connections Conference in Denver, Colorado.
FISCAL IMPACT
No Tax Levy. Registration fees were waived by the organizer. Travel and lodging expenses will
be covered by a grant.

ii. Approval of Out-of-State Travel Request for Human Services Case Manager - CST
BACKGROUND
The Wisconsin Department of Health Services allowed its contract with an organization to
provide wraparound training for new Coordinated Services Team (CST) Coordinators and
Facilitations to lapse and is no longer offering training specific to wraparound services. As a
result, we had to find alternative training for our new CST Coordinator to attend. This
Wraparound Conference in Michigan was recommended as a good resource to meet this need.
We were able to secure funding to send our CST Coordinator to the training through a CST
Supplemental Grant.
RECOMMENDATION
Approve out of state travel for the Human Services Case Manager - CST to attend the Intensive
Care Coordination with Wraparound Conference in Kalamazoo, Michigan.
FISCAL IMPACT
No tax levy. The conference and all associated costs are covered by a Coordinated Services
Team (CST) Supplemental Grant.

Cost of Living Adjustment (COLA) Policy
Cost of Living Adjustments (COLA)
The purpose of this policy is to establish how and when Cost of Living Adjustments
(COLA) will be given to Green County employees not represented by a collective
bargaining agreement.
The annual COLA will be incorporated into the annual budget process as part of the
personnel costs of Green County. The expenditure shall be approved along with the
entire fiscal year budget.
A COLA is based on the percentage increase of the Consumer Price Index (CPI) from
the month of June in the prior year from which the increase will take effect. COLA is
capped at 5% and will be applied to the base wage rate on the wage scale for all listed
positions and will be effective January 1st to coincide with the wage increase from the
Wage Rate Step Increase. If CPI is zero or negative, staff will not receive a cost of
living pay increase that year.
