BACKGROUND
Netsmart is the major provider of Electronic Healthcare Record (EHR) Systems for Wisconsin
Counties. We are currently considering their solution, myEvol, for our next EHR. Attending the
Netsmart Connections Conference would allow us to further evaluate their solution, connect with
current users/superusers of their products, and learn industry best practices for EHRs that are
not vendor specific.
About the Conference
The conference will be held September 13-16, 2026, in Denver, CO. CONNECTIONS will be an
invaluable opportunity to engage with Netsmart associates and more than 1,400 peers who use
Netsmart solutions and services. This annual event is known for offering informative sessions
regarding industry hot topics, tips and tricks for optimizing Netsmart solutions, and extensive
networking opportunities.
The General Conference will offer more than 100 sessions – some of which will offer hands-on
opportunities to develop new skills while receiving in-person assistance and feedback from
Netsmart experts and other clients.
All sessions were recommended by Netsmart clients, resulting in an agenda filled with industry
updates, round table sessions, lessons learned and the introduction of new innovations.

Director
AGENDA ITEM:
7. Travel Requests
iii. Approval of Out-of-State Travel Request for Human Services Case Manager - CST
BACKGROUND
The Wisconsin Department of Health Services allowed its contract with an organization to
provide wraparound training for new Coordinated Services Team (CST) Coordinators and
Facilitations to lapse and is no longer offering training specific to wraparound services. As a
result, we had to find alternative training for our new CST Coordinator to attend. This
Wraparound Conference in Michigan was recommended as a good resource to meet this need.
We were able to secure funding to send our CST Coordinator to the training through a CST
Supplemental Grant.
RECOMMENDATION
Approve out of state travel for the Human Services Case Manager - CST to attend the Intensive
Care Coordination with Wraparound Conference in Kalamazoo, Michigan.
FISCAL IMPACT
No tax levy. The conference and all associated costs are covered by a Coordinated Services
Team (CST) Supplemental Grant.

Director’s Report – July 2026
Annual Department of Health Services (DHS) Area Administration Meeting
On June 16th, we hosted representatives from DHS Area Administration for an annual
check-in. Our Human Services Leadership Team provided updates regarding the work
we are doing here in Green County and we discussed strengths and barriers.
All Agency Meeting
On June 18th, we held an All Agency Meeting. Behavioral Health Manager Cram started
off the meeting by facilitating “GCHSD” Bingo to help us get to know our co-workers
throughout the agency. Department Managers introduced their new staff members.
County Administrator Nic Owes introduced himself to the employees and provided
some background information. Director Williams shared a presentation that came from
the Wisconsin County Human Services Association (WCHSA) Conference titled “How
County Finances Shape Wisconsin Human Services”.
EHH On-Site Monitoring Visit
On June 22nd, a representative from the Division of Energy, Housing and Community
Resources (DEHCR) was on-site to conduct an On-Site Monitoring Visit for our EHH
funding. Green County Human Services serves as the lead agency for the Southwest
Coalition’s EHH Funding. The Emergency Solutions Grant (ESG), Homelessness
Prevention Program (HPP), and Housing Assistance Program (HAP) are collectively
referred to as the EHH Program.
The On-Site Monitoring identified one finding and one concern. The finding is the result
of a sub-recipient enrolling an ineligible client into the program. The concern was the
result of another sub-recipient missing some required documentation in a client’s file.
We will be working with both sub-recipients to develop a plan of correction in order to
address the finding and concern.
Employee Salary and Benefits Advisory Sub-Committee
The County’s Employee Salary and Benefits Advisory Sub-Committee started meeting
again. Discussion around the Wage Scale Refresh and 2027 Health Insurance rates have
been the main topics of discussion. The decisions made around the wage scale and
health insurance will have an impact on our 2027 Department budget, recruitment, and
retention.
Green Bay Packer Foundation Visit
On July 1st, Director Williams participated in a site visit by the Green Bay Packer
Foundation to the Men’s Resource Center (MRC). The visit was in response to a grant
application that Human Services wrote on behalf of the MRC to help them expand their
transitional housing services. The site visit went well and we are hopeful that they will
receive funding to help with their expansion project.
