May, 26th 2026 @ 1900
The meeting was called to order at 1912.
Roll Call: the sign in sheet was passed around.
The minutes from the last meeting were read by Cassie, no additions or corrections. A motion to
accept the minutes as read by Dan, 2nd by Jeremy. Motion approved.
No public comments/items not on the agenda.
Old Business:
1.
2.
EMS Scheduling: please take a look at the schedule. It's looking fairly good, appreciation
expressed to all members for helping out.
Ambulance Update: Chad and Jason went to inspect the new ambulance last week, a
section of the wall and the clock need to be fixed. No other updates yet, Jason hopes to
hear back from AEV soon. AEV's original goal was to have the ambulance on display at
Chiefs Convention on June 22nd, although Jason has not heard an official completion
date from them.
SOG: no new SOGs at this time.
Website: the city has updated their website to include a very simple landing page that
leads to our FD facebook page, lifeline applications, and membership applications.
Host testing: thank you to everyone who helped, we still have the brush truck and
tenders to complete. Chad reminded the members the importance of hose testing as we
still need to finish it up and it is a requirement for our members.
New Business:
1. Meeting Updates
a. Jason attended the Town of Milford meeting, they appreciate us coming out and
keeping them updated. No other updates from them at this time.
b. Ben attended the Town of Portland meeting, they discussed road updates, no
other details at this time.
c. Chad attended the City Council meeting, we are now part of their Public Health
and Safety committee.
d. Jefferson Co. Chiefs meeting - the sheriff's dept and dispatch also in attendance.
The discussed EMD dispatching that will be effective June 1st, 2026.
2. EMD Dispatching
a. Goes into effect on June 1st, 2026 for Jefferson County.
b. This means that paramedic units will be dispatched to non-paramedic services
for ALS calls.
c. Although we are an AEMT service, Jefferson County dispatch does not recognize
us as an ALS service yet. We will try to work with them and Dr. George over the
next few months to clarify this further. Per the State of WI we are classified as an
ALS service.
d. Per Dr. George, we may cancel the paramedics only after we have made patient
contact and performed an assessment.
e. The membership expressed concerns over EMD dispatching, concerns about the
use of EMS resources, and Chief answered all questions to the best of his ability.
3. Trek 100
a. We will need staffing for the ladder and ambulance. The ambulance is staffed but
we still need volunteers for the ladder truck.
4. Firefighter Il Interests
a. Please let Chad know if you are interested in a FFIl class, they are trying to get a
class to be held in Sun Prairie. MATC recently changed the class minimum
participants criteria so it may be harder to get classes together.
5. Family Summer Events
a. Garry proposed ideas for an informal gathering for our families/significant others.
Garry is open to ideas, please let him know dates that will work for you and your
families.
6. Past Calls to review
a. 217 N. Monroe Street - paged for alarm going off in the elevator. The crew was
diverted to an EMS call, was able to go back to the elevator call and our other
members were able to get the alarm off.
b. Waterloo Green Apts - please see the video that shows how to access the
knoxbox keyhole so that we don’t have to force the doors open.
c. 4/28/26 Structure Fire - mutual aid to Marshall. Looked for hot spots.
d. 5/9/26 Rubbish/treeline fire. A very large brush pile and 4 vehicles were on fire.
The DNR was also called to this address.

determined to be a false alarm caused by a tripped breaker by utility work being
done nearby.

key was reviewed.
Be aware that the Hwy 26 off ramps in Johnson Creek will be closed May 27th

WLOO CATV Monthly Manager’s Report for mid-May to mid-June 2026
The City Treasurer's Monthly Report for April is the most recent available. After review — due to Board Chair
Cotting’s request that April rent not be paid because the Building Inspector closed The Solarium, — it was
discovered that rent is paid one month in advance. A meeting with the City Treasurer is necessary to correct the
issue and scheduling one is in process.
The mid-year budget review, including labor costs for special projects - such as the Water Tower which has so
far cost approximately $375 in labor - will be completed with the Board.
The City of Waterloo’s new payroll system called MiPay is not yet operational. Manager Nightoak took over
payroll duties for pay period 12; the changeover to the new program has an unknown implementation date.
There have been additional developments regarding the office space at the Solarium, including new security
measures requested by building management.
Board Chair Cotting cancelled the May WLOO CATV Regulatory Board meeting due to no action items.
PROJECTS
e Senior Videographer Autumnrain (Landino) reported that Project Reverb is nearly completed. With her
time away from the station and the needs of graduation, less work was done than originally anticipated.
There are still some minor tweaks needed, including cable management, a possible second monitor, and
completion of the SOP for use, including a finalized flowchart for operation.
e The potential collaboration with the Waterloo Area Historical Society is pending additional contact in
TJuly.
e The drone project was put on hold due to necessary focus on multiple events in May and June.
PRODUCTION
e Chris’s Classic Cinema is still pending a new co-host.
e Our newest videographer’s shirt is in at K Press — Manager Nightoak will arrange for pick-up.
e Director Sparks created an SOP for a new hands-free process to archive the massive collection of
MiniDV tapes without the need for a computer or additional equipment. The goal is for this SOP to be
edited and finalized after Director Sparks returns from vacation on June 18%,
e Director Sparks has plans for increasing dialogue with all team members to include “after-action”
discussions of events; these will be designed to put WLOO on a path of continuous improvement for
filming and event management.
e Director Sparks also worked closely with Cory Calvert at the schools and multiple videographers to
successfully film graduation (except for some copyright and technical issues with the band music).
e The request for WLOO to attend the Vintage Computer Festival (VCF) Midwest in lllinois in September
was withdrawn after cost/benefit analysis. Sparks will attend as a private individual and make use of
options at the festival to refer interested parties to WLOO for possible sales.Other avenues for the sale
of old equipment will be investigated. If necessary, attendance at this event in 2027 will be revisited.

Attention: Mr. Barry Sorenson
Subject: Analysis of Bids and Recommendation for Award of Contracts; 2026 Lift
Station Rehabilitation
Bid Deadline: June 2, 2026 at 2:00 p.m. local time
Ladies and Gentlemen:
The purpose of this letter is to analyze the bids received for the 2026 Lift Station
Rehabilitation project and to recommend award of a contract. This project involves
modifications to the existing structures, equipment installation, and pipe work to the
West Madison Lift Station and the Streator Lift Station, and additive work including
equipment installation, pipe work, and site improvements at the Treyburn Lift Station and
Deyoung Lift Station.
The pre-bid estimate for the base bid was $489,000. The Utility has an approximate
project construction budget of $950,000, which corresponds to remaining USDA funds
associated with the WWTP upgrades project. ~Twenty-four general contractors,
subcontractors, and material suppliers requested sets of the plans, specifications and
bidding documents. Four (4) contractors submitted bids.
A summary of the bids is as follows:
Contractor Base Bid and
Allowance
Total
August Winter & Sons, Inc. $455,000.00
Sabel Mechanical $566,560.00
Forest Landscaping & Construction, Inc $563,400.00
Portzen Construction, Inc. $573,000.00
Al of the bids were properly submitted.
The low bidder is August Winter & Sons, Inc. of Appleton, Wisconsin, an experienced
mechanical contractor that completed a similar project for the City of Jefferson. The
base bid and additive bid prices are within the original budget. We recommend that
August Winters and Sons, Inc. be awarded a contract to include Base Bid + Additive Bid
Items B-1, B-2, and B-3 for a total of $837,000.
