oxygen from a paramedic call. Since the call, EMS billing company has not communicated with his
insurance. Coming up on 130+ days and still no communication since receiving Mr. Ousley’s insurance
information. Chief Gartzke updated that we are in the process of transferring to a new billing system.
Chief will follow up with Mr. Ousley.
New Business : Discussion and Possible Action on the Following Items
1. R&R Insurance rep Carmen reviewed costs of all the available plans outlined in the summary.
Highlighted that Village will be receiving $3,300 tech credit. With the Anthem plan, employees
would see better office visit co -pays ($20 vs. Quartz's $80), lower out -of-pocket maximums ($7,500
individual vs. $8,500 current). Trustee Tucker reviewed employee premiums; they are higher for
single but only certain singles. Carmen reviewed that although it is more in premiums, the cost of
coverage would be less overall. R&R Insurance gives the Village a composite rate – this is where the
total premium gets shared with employees a t a pre -calculated rate. The c urrent rate for Single
coverage is $998 versus the composite rate with Anthem - $880. Same with Family plan: $2,900
versus $2,600. The Village Clerk asked about an INCRA – HRA that you give to employees and
they seek their own health plans out of the Marketplace. Unanimous agreement that this is not an
ideal option.
Tucker/Smith motion to approve proposal for Health Insurance from R&R Insurance to renew health
care coverage with Anthem as insurance provider on October 1, 2026 as outlined in the packet. Roll
Call: Ball, Gorsegner, Pfahler, McAllister, Smith, Tucker, Wallace All ayes -motion carried.
2. Kathy Weiss summarized what the JCEDC / Thrive meetings are working on regarding economic
development in Jefferson County. Met with Deb Reinbold and Ben Weymeyer – heads up that they
are looking into changing the structure; cutting costs on services. Reviewed the “State of the
County” document that was provided at the most recent educational session of JCEDC and Thrive
meeting.
3. Update from Virtus on the Westfield Development. Refer to update provided in Item #10. The board
can expect an update from Mr. David Koziel at the August 17th meeting.
4. Tucker / Pfahler motion to approve t he minutes from July 20th, 2026 Regular Village Board
meeting, July 27th, 2026, Public Safety Committee meeting and July 29th, 2026 Personnel
Committee meeting. All ayes-motion carried.
5. Update on sale of old ambulance. It h as been for sale on W isconsin Surplus website for over of
month – listed at highest and adjusted to lowered price – there has been no interest. The n ew
ambulance is set to arrive in about a month (mid-September). Chief Gartzke is looking for guidance
from the board; t he department n eeds the space, what do we do if we do not sell it? Chief Gartzke
recommends selling the cot separately and re- list both on WI Surplus site again. After discussion,
board agrees with the Chief’s suggestion to lower price on cu rrent site, then approve that each week
it sits that we reduce the price $2 ,000 until we get to auction threshold.
Wallace / Ball motion to lower the ambulance listing price on Wisconsin Surplus website to $16,000
and if there is no movement in a week lower by $ 2,000 each week until we get a bid or reach
$10,000. List cot separately with reserve price at $2,000 at state auction. All ayes-motion carried.
6. Painting quote for public safety building. We have received two quotes, one from Jake Leiser
Painting and Oak Ridge Contracting. Trustee Smith confirmed that these quotes do not address the
foundation work – Gartzke-Blout confirmed no that is a separate quote. Trustee Wallace pointed out
that the quote from Leiser does not include caulking and joint sealing. The board requests that Public
Safety Committee confirm with Jake Leiser if his quote included caulking and joint sealing, and if
not, inquire what the additional cost would be. Tabled until next meeting.
7. Wallace / Smith motion to approve the Financial Statements, bank statements, cash account balances
for May and June 2026. All ayes-motion carried.
8. Set a meeting date to follow up on the energy audit from Upper 90.
The board debated the return on investment of solar panels. DPW Director Halbrucker commented
that it would be 30 years to see that ROI. Also, the audit report does not record that library has
already made some of the recommended changes, like switching to LEDs, etc. Although the board
does see the benefits to the findings in this report, the funding needed, amount of time needed for
RFP/RFB process, long-term maintenance of the panels, and other financial priorities in the Village
outweigh the benefits of pursuing this rebate. No action recommended.
9. Force main agreement with Blue Spring Lake Management District. Final version of the agreement
was received from BSLMD and included in this agenda packet. DPW Director Halbrucker confirmed
that we know where the survey point and joint / connection point are, so we have clear delineation of
where BSLMD responsibility ends, and Village maintenance begins.
Tucker / Smith motion to approve agreement with Blue Spring Lake Management District regarding
transfer and force main agreement. All ayes-motion carried.
10. Update from MSA on Westfield Development. No questions or comments on MSA Status Memo
included in packet.
11. Wallace / Smith motion to approve the p ayment of bills totaling $218,489.02 from the bill list with
extras presented tonight to Colonial Life, two bills for Core & Main, Municipal Law & L itigation
Group, Northern Lake Service Inc, two bills for Southern Lakes Newspapers and WI Professional
Police Association (WPPA). Roll call vote: Ball, Gorsegner, Pfahler, McAllister, Smith, Tucker,
Wallace-aye. Motion carried.
Wallace / McAllister motion to adjourn at 7:20 pm. All ayes-motion carried.
Respectfully submitted,
Heather Hazlett,
Village Deputy Clerk/Treasurer
