AGENDA Village of Palmyra REGULAR VILLAGE BOARD MEETING Monday November 3, 2025 Village Hall 100 W. Taft Street 6:00 P.M. Call to Order – 6:00 p.m. Roll Call Pledge of Allegiance Communications: Monthly Reports: Public Works, Public Safety, Recreation Dept., Library, and Clerk/Treasurer (These reports are from Staff to Board members. No item in the reports shall be discussed or acted on by Board members unless it is specifically noted on the agenda that discussion may occur and/or action may be taken on that item. If the Board wishes to discuss an item in the reports, the Board will direct that item to be placed on the next Board agenda.) Public Forum: Citizen’s statements should be limited to three (3) minutes per subject. Although the public may speak on any item that is not included on this agenda as a ‘Public Hearing or Forum’, the Board may not respond or discuss the issue brought forward at this time. In accordance with open meeting laws, the council must notice an item on the agenda to allow discussion on that matter. Your comments will be considered and may be placed on a future agenda for further discussion. You will be asked to state your name and address if participating in public comment. 1. Consent Agenda: All items listed are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Board member so requests, in which event the item will be removed from the Consent agenda and be considered on the regular agenda. A. New Business Discussion and Possible Action on the Following Items A. Amending the health, dental and vision insurance option for renewal Dec. 1, 2025- Nov. 30, 2026 B. Conditional approval of the certified survey map and preliminary plat for the Westfield Planned Unit Development. C. Payment of Bills totaling $34,797.31 D. Financial statement, bank statement, and cash account statement for September 2025 E. Draft special event/parade permit form with changes. F. To sell or keep the following items: 2006 Chevy Utility Truck in the FD fleet, the high-pressure skid unit, and the reserve ambulance. G. Budget Committee presents the preliminary 2026 General Fund budget for information only. H. PLEASE TAKE NOTICE that the Village Board of the Village of Palmyra may convene into closed session pursuant to State Statute 19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Specifically, The Village of Palmyra will meet to negotiate collective bargaining with the Village of Palmyra Protective Service Officers Association, WPPA. I. You are further notified that at the end of the Closed Session, the Board may convene in open session pursuant to §19.85(2), Stats., for possible additional discussion and action concerning any matter discussed.
