MEETING MINUTES
Village of Palmyra
Budget Committee Meeting
Monday Sept. 8, 2025
100 W. Taft St.
Village Hall Meeting Room
6:00 p.m.
The meeting was called to order at 6:02 pm by Chairperson Wallace: Roll call: Wallace, Ball-
present. Tucker -excused. Also present: Tim Gorsegner, Scott Halbrucker, and Laurie Mueller
Business
1. Discussion/possible action on 2026 budget requests for Village Departments. Specifically;
Public Works-parks and Public Works Streets budgets and Village Clerk/Treasurer budget.
The committee went through the public works budget with Halbrucker explaining items and
answering questions. Wondering if the True Green Park maintenance should continue for
the Village Park, that is a $2,000 cost. Halbrucker will look into this. He had put $6,000 in
his budget for a new walk behind snow blower and a snowboard blade for one of the plows.
The Clerk moved it to fund 500 but Scott is wondering if these items could be paid for using
other funds. He will let Mueller know. Halbrucker said that Pat and Randy are fully
licensed, and he trusts them to do just about everything, all the guys have their strong
points and work well together. Wage increases are based off a percentage and Halbrucker
feels that they are in line with the Rural Water wage survey for communities our size.
Nothing further for the DPW budgets.
The Clerk discussed her budget and wages with the Committee. She explained that Scott
Halbrucker is going to have the utilities pay 40% of a new FT Deputy Clerk/Treasurer’s
wages/fringes. Some discussion took place about that position.
There were no decisions made. There will be another budget committee meeting Monday
Sept. 22nd at 6 pm.
Ball/Wallace motion to adjourn at 7: 15 pm. All ayes-motion carried.
Respectfully submitted,
Laurie Mueller,
Village Clerk/Treasurer

REGULAR VILLAGE BOARD MEETING
Tuesday September 2, 2025
Village Hall
100 W. Taft Street
6:00 P.M.
The meeting was called to order by President Gorsegner at 6:00 pm. Roll call: Ball, Deichl, Gorsegner,
Petruska, Smith, Tucker, Wallace-present.
Pledge of Allegiance
Communications: The Village received a thank you card from Dee Dee. There is a budget meeting on
Thursday with the Town of Palmyra and Sept. 8th will be another budget meeting.
Monthly Reports:
Public Works-Halbrucker reported that on Aug. 18th during a heavy rain our storm sewer pipe plugged
causing a basement flooding in a Carriage Court home. There was a recent water main break on Hwy
106 (N. 2nd St.) causing us to have to dig up a section of the brand-new road. The road will be repaired
this week sometime. All of the village water valves have been exercised, and the hydrants will get
flushed next week. The new generator will be installed at one of the lift stations on Thursday. He is
working on a solution for the sludge in the ponds, the rafts and ropes will be coming out of the beach
area next week. New pumps were installed at the Carriage Way lift station-$55,000 cost which is on bill
list. This was a budgeted item.
Public Safety- Director Blount said that the call volume for fire/EMS has been normal. Low holiday
weekend call volume, but the previous week very busy with 40 traffic stops. The PD has had good
interactions with the community and at the school. Discussions on critical incident planning with the
new principal and superintendent.
Recreation Dept., - typed report submitted.
Library, typed report submitted.
Clerk/Treasurer – Mueller said that her, Dee Dee and Scott have been working on the list of PSC
questions regarding the water rate study case. They are very lengthy and time consuming. Mueller has
been reviewing dept. budgets, financial reports, and health insurance numbers.
Public Forum: none
1. Consent Agenda: All items listed are considered routine and will be enacted by one motion. There
will be no separate discussion of these items unless a Board member so requests, in which event the
item will be removed from the Consent agenda and be considered on the regular agenda.
A. Smith/Wallace motion to approve the following minutes: August 18, 2025 Committee of the Whole
meeting, Aug. 25th Personnel Committee meeting, August 26th Special Village Board meeting and
Aug. 28th Budget & Finance Committee meeting with a noted correction to the heading of the Aug.
29th Budget meeting. All ayes-motion carried.
2. Building Permits- none
3. Committee/Commission reports: Sept 8th is next budget meeting at 6 pm.
Old Business
A. Discussion/possible action on a proposal from Giles Engineering for the geotechnical investigation
for the Marsh Road Development. MSA’s Josh Meyerhofer was present via TEAMS. The contract that
the Village signed with MSA is based on time and expense. Per this contract for the development the
village is responsible to pay the costs for the Geo Technical costs. MSA makes a recommendation based
on cost and the quality of work. They have worked with Giles several times before and they are also the
least expensive. Petruska/Tucker motion to approve the contract in the amount of $10,820 with Giles
Engineering Associates, Inc. and if additional borings are needed then there is an additional per foot cost
but MSA will notify the Village of this prior to the work. Roll call vote: Ball, Deichl, Gorsegner,
Petruska, Smith, Tucker, Wallace-aye. Motion carried.
4. New Business
Discussion and Possible Action on the Following Items
A. Discussion/possible action on a contract with One Billing Solution LLC for our EMS billing firm.
Assistant Fire Chief Dan Schiller presents. They are a more regional company that is designed for
our size, overall, their fee structure is uniform not tiered like we currently have. Especially on aged
receivables. There would be a 60-day transition period from EMS/MC. Chief Gartzke can also bill
for certain fire fees, like consumables, they have that fee structure already set up. For especially
long calls we can bill hours, also hazmat risks we can bill for. They are based in Nebraska; we would
be the 1st ones in this area and 1st in Wisconsin to use them. They will do in-person training and will
have dedicated staff to our account. We must give the current company a 60 day notice. The Village
Attorney said that everything looked good in the contract. Petruska/Smith motion to have Dan
proceed with working with One Billing Solution LLC to possibly get a contract in place. Dan will
keep the board posted if he finds any issues or concerns. motion carried. Roll call vote: Ball, Deichl,
Gorsegner, Petruska, Smith, Tucker, Wallace-aye. Motion carried.
B. Tucker/Wallace motion to approve the payment of bills totaling $196,945.54 on the bill list with
extras presented tonight to Northern Lakes Services, WI Inspection Agency for inspection services,
Elan credit card, Wolf Paving, Ppoint Redi-mix, Hydro-Corp, Insight FS for fuel, a park rental
refund, MSA- PFAS, Martelle, and JNB signs. Trustee Petruska said that the MSA invoice appears
to already be on the printed bill list so the Clerk will make sure and if so will not pay it again. Roll
call vote: Ball, Deichl, Gorsegner, Petruska, Smith, Tucker, Wallace-aye. Motion carried.
C. Smith/Wallace motion to convene into closed session at 6:38 pm pursuant to State Statute
19.85(1)(c) Considering employment, promotion, compensation or performance evaluation
data of any public employee over which the governmental body has jurisdiction or exercises
responsibility. Specifically, the Public Safety Director’s and Police Chief position.
AND
State Statute 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session. Specifically, the Fire/EMS
contract with the Town of Palmyra. Roll call vote: Ball, Deichl, Gorsegner, Petruska, Smith,
Tucker, Wallace-aye. Motion carried.
Petruska/Smith motion to convene in open session at 7:26 pm pursuant to §19.85(2), Stats.,
for possible additional discussion and action concerning any matter discussed. Roll call vote:
Ball, Deichl, Gorsegner, Petruska, Smith, Tucker, Wallace-aye. Motion carried.
Petruska/Wallace motion to offer the employment contract to Paul Blount for Interim
Police Chief and Public Safety Director with the terms that the Village Attorney Ryan
Heiden drafted. Roll call vote: Ball, Deichl, Gorsegner, Petruska, Smith, Tucker, Wallace-aye.
Motion carried.
Petruska/Smith motion to adjourn at 7:28 pm. All ayes-motion carried.

MEETING MINUTES
Village of Palmyra
SPECIAL VILLAGE BOARD MEETING
Thursday Sept. 4, 2025
Village Hall
100 W. Taft Street
6:00 P.M.
The meeting was called to order by Village President Tim Gorsegner at 6 pm. Roll call: Bal l, Deichl,
Gorsegner, Petruska,
Wallace, Tucker-present. Smith excused. Devin Flanigan with Keller . Also
present: Chief P. Blount, Chief M. Gartzke, Assistant Chief Dan Schi ller.
New Business
1. Presentation from Keller Inc. regarding their services and our Public Safet y Building. President
Gorsegner asked if they could work with a metal building. He explained that the village has an
opportunity to get a large building at a much-discounted rate. Keller has done a walkthrough of the
building already. Petruska and Wallace want to make sure what we do is the right thing . Dan
Schiller- asked if it is viable to remodel? Flanigan said they need to know what our needs are and
will this building meet our needs for the future. Ball says this old buil ding is too small, we as a
board have come to the conclusion that we need a new building. Ball said t hat there are quotes for
2-3 million dollars to just remodel. Schiller-remodel quote-critical fixes, what do we want for long
term. Lots of money and then when community grows, we need a bigger building. The curr ent
building is not big enough for all the vehicles and for staff to sleep there. Pet ruska says that she
wants to look at EVERYTHING. Tucker says we are doing our due diligence but fee ls that
remodeling the building will not meet our upcoming needs. Research is already showing that a
remodel won’t work. Mr. Flanigan continued to reiterate how important it is that the Village know
and express what their needs are, not just for today for long term.
Tier 1: $5000, the Village would get a needs assessment. This will determine whether the old site
will work or not.
Tier 2: $10,000- they put together a floor plan, etc of how building will look.
Tier 3: $10,000 to have community meeting showing what research we did and show them what
our options are.
The Village need to find out what they can afford first, have a talk that involves Ehlers. This could
take possibly a couple of months or up to a year to figure out what we even want to do, says
Flanigan. They don’t do grant searching or writing, we do that. Blount asked if they could give us
a forecast on how long our new building should last us. Yes, said Flanigan, it should be 50 years
for building and site should be planned to last 100 yrs. Are GIS studies included in any of these
tiers, yes they do that. Tier one takes 2-3 months, but we have to stay on schedule.
No action taken.
2. Discussion/possible action on the Fire/EMS Contract. This meeting started at 7:30 pm Town of
Palmyra called their meeting to order. Attorney Stan Riffle was present for the Village and
Attorney Jon McDonell for the Town. Tim started with the latest copy of the f ire/EMS contract
from the Village, said that the Town should have these copies. The only changes made were the
dates for the call volume are now Sept. 1, 2024, to Aug. 31, 2025, so this Aug. calls can be par t of
the calculation. And the dry hydrant wording was put back in in case the DNR changes their
minds. Discussion on section VIII, item C regarding repairs on the jointly owned vehicles. The
Town is requesting that the Village go out for a 2 nd quote for unforeseen costs of the vehicles.
Trustee Wallace says she doesn’t want vehicles repairs to be delayed if they are goi ng to squabble
over getting quotes. Town attorney says to set a threshold of say $5000 before q uotes are needed.
Supervisor Martens wants the coverages on the vehicles before the agreement. The Village Clerk
made copies of the vehicle list along with the amount of coverage to the Town Board members.
Supervisor Gajewski has a problem with mutual aid being part of the call volume. He feels that the
staffing costs are already part of the fire/EMS budget. Attorney Riffle said w e all get mutual aid,
town residents and village residents and that cost is a tradeoff that we will also help other
communities when they need it. Riffle said that the chicken farm fire a few years ago is an
example of this. There were 12 different depts that came to help them, so it benefit s all of us. It
helped the Town as well. We all benefit so we all share in that cost so the town can ge t mutual aid
as well. Stan says it is not a huge number, Josh said it is $10,500. Mutual aid calls fac tored in is a
1% increase. The Town argued that other districts do not use mutual aid calls as pa rt of their
formula. Supervisor Martens wants the detailed budget for the fire/EMS/police depar tments and
stated that the Town won’t make decision until they receive these. Attorney Riffle instructed the
Clerk to turn over the budget to them first thing in the morning. But the Town really doesn’t get a
say in what these budgets have in them. Martens said he is wondering why no one on the Village
Board has mentioned that they might have to make cuts to these budgets. Trustee Wallace said that
there has been 1 budget meeting to look at them so far. She does anticipate cuts to be made.
Gorsegner/Petruska motion to approve the contract presented tonight for fire/EMS se rvices to the
Town of Palmyra with the noted changes to item VIII.C, jointly owned vehicles as discussed
during the meeting and agreed upon by both parties. Roll call vote: Ball, Deichl, Gorsegner,
Petruska, Wallace, Tucker-aye. Motion carried.
Their attorney needs to review the contract, the budget and the vehicle insurance. Martens asked if
they would be meeting again on Sept. 18 th, Village President Gorsegner stated that the Village
doesn’t need to meet, they have agreed on this contract as it is.
No one entered closed session at any time during the meeting.
The Town Board adjourned their meeting.
Petruska/Ball motion to adjourn at 8:52 pm. All ayes-motion carried.
Respectfully submitted,
Laurie Mueller,
Village Clerk/Treasurer
