Special Town Board Meeting — Minutes

TOWN OF IXONIA SPECIAL MEETING, MINUTES August 25, 2025 1. Call to order and roll call: Chairman Brian Derge called the meeting to order at 4:34 pm. Supervisors present included Dave Kester, Rick Ziegler, Amy Rinard, and Dan Rupnow. For additional attendees, refer to the sign-in sheet attached to the minutes. 2. Pledge of Allegiance: Those present stood to recite the Pledge of Allegiance. 3. Public comment: Bruce Degner stood to comment on item 4.b.; he had concerns that if plan commission members were removed without having replacements in place that it would not be a good thing for the town. Kevin Griswold commented on the importance and direction of the plan commission. Whoever is picked to be on it should be intentional, there is a need to preserve agricultural land and how important it is to the town. 4. New business a. Discussion and possible action on amending language of town ordinance Chapter 2 Article IV Division 1 Sec. 2-156 (b) to align with State Statutes: Supervisor Rinard explained her reason for wanting to change the ordinance, that is to reflect what the State Statutes (60.80) read. Rinard made a motion to approve amending ordinance Chapter 2 Article IV Division 1 Sec. 2-156 (b) to align with State Statutes, effective the next day. Ziegler seconded the motion. Motion carried, 5-0. b. Discussion and possible action to remove from the Plan Commission members who have not been confirmed for a new term: After explanation from Attorney Riffle, Rinard made a motion to postpone this item to the next meeting in September. c. Discussion and possible action to designate a Plan Commission chair, vice-chair and secretary pursuant to town ordinance Chapter 2 Article IV Division 1 Sec. 2-156 (c): Rinard made a motion to appoint Dave Kester as Chairman, Heather Harris as Vice-Chair and Jo Ann Lesser the secretary. The motion was amended by Rinard to read that the Clerk/Treasurer will be appointed the Secretary or their designee. Rupnow seconded the original motion and Ziegler seconded the amended motion. Motion carried, 3-2. d. Discussion and possible action to approve placement of Morris Memorial in Fireman’s Park: Peter Mark confirmed with Ben Degner the placement of the memorial at Fireman’s Park. It will be near the flag pole west of the concession stand. The memorial will be donated as no cost to the town, it is a nationally recognized plaque, and will be placed in the wood chipped area, no maintenance required. Kester made a motion to approve the placement of the monument in Fireman’s Park as described. Ziegler seconded the motion. Motion carried, 5-0. e. Discussion of timeline for approving 2026 town budget: It was determined that the Board should receive the budget worksheet 1 week prior to the meeting. f. Update on hiring of new fire chief: Time line was reviewed. 5. Upcoming meetings: Clerk/Treasurer Lesser updated the Board on the upcoming meetings. 6.
