Special Town Board Meeting Minutes
February 24, 2025
At 6:30 pm, the Town Board attended a walk-through tour of the Highway shop. Viewing the breakroom,
workshop/parking stalls, salt shed, and equipment shed. The tour ended at 6:47 pm. The Town Board then proceeded to
the town hall to convene the meeting.
1. Call to Order, Roll Call and Pledge of Allegiance: Chairman Perry Goetsch called the meeting to order at 7:00 pm.
Roll call was completed, Supervisors present included David Kester, Rick Ziegler, Amy Rinard, and Dan Rupnow.
2. Proof of Posting and Notice: Clerk/Treasurer Lesser confirmed the meeting notices were posted.
3. Public Comment (Agenda Items) – Persons wishing to speak must sign in and will be allowed three (3) minutes to
address the board: Heather Harris of N8251 Pritchard Farm Road; requested that the Board keep in mind the
comprehensive plan that was approved in 2024.
4. Unfinished Business: None
5. New Business:
a. Discussion and Action on Choosing a Potential Site for the Future Department of Public Works Operations: Ben
Degner Superintendent of Public Works confirmed that there are three site options. Site 1 is the old wastewater
treatment plant, site 2 is across the street next to the transfer site and site 3 is located at the new wastewater
treatment plant.
It was noted that if site 1 is utilized, the transfer site will be moved across the street, and this would cause
additional costs to the project. The approximate cost to move the transfer site is $80k to $150k. This higher cost
is due to stormwater management and sediment removal.
Site 2 would be to build on the site to the west of the transfer site. This property would be the lowest cost
estimate for construction of the 3 site locations. It was noted that having an entrance on Hwy P and Cedar Drive
would allow for safer operations on site. It was noted that Cedar Drive only has a binder of asphalt, it would
need another layer to handle the extra traffic. This site also has room for growth.
Site 3 is located at the new wastewater treatment plant on River Valley Road. The operation can fit conceptually
but it would be tight. This location is the most expensive due to the grade dropping off 20 feet, it would need a
lot of fill and a retaining wall. Robert Wielgos stated that the cost for this site is $300k more than site 2.
Concerns were listed regarding being so close to residential properties with backup alarms on the trucks
disturbing those residents. Sites 1 & 2 are both in the industrial park.
Degner is recommending site 2 as the least costly, and to further study this property for its feasibility.
Chairman Goetsch stated that in the comprehensive plan it was detailed that the highway shop is inadequate.
Degner stated that the new shop would be 18,000 square feet and would include space for the park and
recreation department equipment, which at this time, park equipment is located in various garages on town
properties.
Ziegler made a motion to postpone the decision because the board needs more time to review documents and
obtain input from residents. More data is needed and to read the scope of the comprehensive plan. Kester
seconded the motion. Motion carried, 4-1 with Chairman Goetsch voting nay.
6. Public Comments (General) – Persons wishing to speak must sign in and will be allowed three (3) minutes to
address the board: Heather Harris encouraged the board to read the comprehensive plan, specifically page 106,
that community feedback was obtained while completing the plan. Harris suggested reinstating the town
Facebook page to help get information out to residents and listed concerns that the Board is not trusting the staff
they hired to do their job.
