Town Board Meeting Minutes January 13, 2025 1. Call to Order, Roll Call and Pledge of Allegiance: Chairman Perry Goetsch called the meeting to order at 7:00 pm. Supervisors present included David Kester, Rick Ziegler, Amy Rinard, and Daniel Rupnow. All those present stood to recite the Pledge of Allegiance. 2. Proof of Posting and Notice: Clerk/Treasurer Lesser confirmed the posting of the meeting notice. 3. Approval of Minutes – December 9, 2024: Kester made a motion to approve the minutes as presented. Rupnow seconded the motion. Motion carried, 5-0. 4. Public Comment (Agenda Items) – Persons wishing to speak must sign in and will be allowed three (3) minutes to address the board: None 5. Treasurer’s Financial Report: December 2024: Ziegler made a motion to approve the check registers for December as presented. Rinard seconded the motion. Motion carried, 5-0. The budget comparison report will be presented at the next meeting. 6. Jefferson County Sheriff’s Department Report and/or Jefferson County Supervisor Report: No report provided. Unfinished Business: 7. Presentation regarding the Interurban Trail: It was noted that in order for no parking to be enforced it needs to be ratified by the Town Board. County representatives agreed that parking will be discussed during county project updates. They also noted that they want the no parking to be consistent with other trail crossings. Town Public Works Superintendent Degner amended the resolution to have a specific footage from the trail of 1800 feet in both directions, for no parking. 8. Consider and Act on Resolution 2025-01 parking restrictions to add a section on Rockvale Road and Ski Slide Road: Kester made a motion to approve the resolution creating parking restrictions on Rockvale Road and Ski Slide Road at the interurban trail crossing. Rinard seconded the motion. Motion carried, 4-1. 9. Payment request #21 Staab Construction Corporation in the amount of $65,200.00: Ziegler made a motion to approve payment #21 to Staab Construction in the amount of $65,200. Kester seconded the motion. Motion carried, 5-0. 10. Payment request from Donohue for work completed 11/17/24 to 12/14/24 in the amount of $61,968.66: Kester made a motion to approve the payment to Donohue & Associates in the amount of $61,962.66. Ziegler seconded the motion. Motion carried, 5-0. New Business: 11. Consider and Act on Resolution 2025-02 borrowing $300,000 general obligation note for a plow truck: Kester made a motion to approve resolution 2025-02 borrowing $300,000 in general obligation debt for the purchase of a new plow truck. Rupnow seconded the motion. Motion carried, 5-0. Staff Updates Fire & EMS • Monthly report – December 2024-Chief Meints noted that there were 334 fire and EMS calls for 2024 • Consider and Act on hiring new member Ben Schimel as a part-time/POC Fire Fighter: Rinard made a motion to approve the hiring of Ben Schimel. Rupnow seconded the motion. Motion carried, 5-0. • Consider and Act on appointment of Officers for 2025 o Fire Captain – Patrick Schultz o Fire Lieutenant – Ethan Brockway o EMS Captain – Ralph Wandersee o EMS 1st Lieutenant – Cory Schultz o EMS 2nd Lieutenant – Trevor Seidl Ziegler made a motion to approve the 2025 Fire/EMS Officers, to include Nicole Snell. Rinard seconded the motion. Motion carried, 5-0. 12. Public Comments (General) – Persons wishing to speak must sign in and will be allowed three (3) minutes to address the board: Peter Mark; W1786 Rockvale Rd., wanted to inform the Board and community that there are still two vacancies on the Park and Recreation Committee to fill. 13. Officer’s Meeting – February 5, 2025 @ 6:30 pm Town Board Meeting – February 10, 2025 @ 7 pm Park and Recreation Meeting – February 10, 2025 @ 5 pm Clerk/Treasurer Lesser read the upcoming meeting dates and times. 14.
