Public Input/Visitors: Ginny Hinz, CPA Ginny presented an overview of the 2025 Financial Statements, including water and sewer, restricted funds, and operating balances. She also reviewed the Treasurer’s Cash Report and explained the creation of both a debt service fund and a capital projects fund. Discussion followed regarding future capital project planning. During her review of the 2025 Financial Statements, Ginny identified that the water utility owes $836,583 and sewer utility owes $806,848 to general fund. She explained that these amounts stem from prior borrowing from general fund and should be repaid at the boar’s discretion. She recommended that the board consider a structured repayment plan, such as annual payments over a 10-year period. She also noted that these repayments would not be considered budgeted revenue, as they represent the transfer of exiting funds between accounts. Ginny also provided an overview of the 2025 Public Service Commission (PSC) report. She stated that she is not recommending a full rate case at this time, but instead suggested pursuing a simplified rate case, which would result in an approximate 3% increase in water rates. 5.
