3796 MISHICOT VILLAGE BOARD, TOWN OF MISHICOT AND TOWN OF GIBSON BOARD OF SUPERVISORS Joint Special Meeting July 9, 2026 CALL TO ORDER President Samz called the meeting to order at 6:00 pm. ROLL CALL Present: Trustees Al Beranek, Terri Brouchoud, Judy Ferry, Bernie Samz, Sue Scheinoha, Brenda Yauger, Supervisors Anhalt, Stefaniak, Augustine, Rahmlow, Argall and Rabitz Absent: Trustee John Franz Officials Present: Clerk Kathy Reissmann, Clerk Connie Tesarik, and Clerk Linda Herman Others Present: Bonnie Timm, Attorney Paul Dirkse, Tom Krajnik, Abraham Butler, Frank Koeppel, Bill Koch, Jim Haese, Brian Reif and Pete Holmes PLEDGE OF ALLEGIANCE APPOINTMENT OF A CHAIRMAN FOR THIS MEETING Supervisor Stefaniak nominated President Samz to be the chairman for this meeting NEW BUSINESS A. DISCUSSION ON PROPOSED CONTRACT LETTER TO MISHICOT FIRE DEPARTMENT President Samz stated that a letter had been sent to the Mishicot Fire Department on May 8, 2026 with a proposal from all three municipalities in agreement on a future contract and there was no response from the Fire Department so this meeting is to determine the next steps. Discussion was held with the members from the Mishicot Fire Department on where they were at with this proposal. A few of the fire department members stated what they didn’t like about the proposal and further discussion was held. Chairman Rahmlow stated that he has received phone calls from constituents concerned that they donated money to the fire department but then the fire department is donating money to other causes. They expect that their donation stays with the fire department. It was brought up that the money they are paid by the municipalities is taxpayer money so that they also have a responsibility to the taxpayers for the funds spent. Discussion also centered around both the fire department and the municipalities finding new ways of funding the fire department and that the 1 mil of equalized value is no longer an option as a formula for the contract. Other options were discussed. The fire department agreed they could 3797 provide the requested training and grant application reporting information to the municipalities but they did not want to do a 5-year contract with a freeze in the rate. Chairman Anhalt stated that the Town of Mishicot just doesn’t have the money to pay them what the formula was requesting. The Town of Gibson and Village of Mishicot stated the same. The fire department agreed to provide a budget to each of the clerks by the end of July and then another meeting would be held to discuss next steps. ADJOURN Supervisor Stefaniak/Trustee Beranek moved to adjourn at 6:50 pm. Motion carried. Minutes submitted by Kathy Reissmann, Village Clerk-Treasurer
