Fire/EMS Reports for April were presented by Christopher Dallas, Fire Chief & EMS
Director. There were 39 EMS and 6 Fire calls for service in April. Monthly Fire
Department training was for liquid propane fires, and 50 firefighters from neighboring
departments also attended. Utility #30 rear brakes were replaced by our Public Works
Department. Purchase d 800’ of used 2018 fire supply hose, to replace our 1982
hose, new it is $300 a section, used it was $100 a section. Lane Fox resigned from
the ambulance service in April who has moved out of state for employment.
The board reviewed the Manitowoc County Sheriff’s Patrol April report.
The board discussed the Ambulance #7-6.0 diesel engine/motor failure. Dallas is still
waiting on quotes for an alternate option to remount the existing box on a new or
newer used chassis, rather than replacing the motor in the current one. Decision on
the matter is postponed until the June meeting to allow more time to obtain pricing.
DPW/OIC Shillcox reviewed the monthly Public Works report with the board. Snow
removal equipment has been dismounted and 76 ton of road salt was utilized for the
2025-2026 season. Staff grass cutting at all facilities and parks has begun. Shillcox
submitted a Local Small Structures Improvement Program (LSSIP) grant application
for replacement of the Lincoln Street Culverts. It is a 90/10 cost share between state
and local governments. The 2025 PSC Report was submitted by our auditor, with a
rate of return of 1.04%. Shillcox strongly encourage s the board to consider to
implement a simplified rate increase of 3% for water and sewer services 1/1/27 with
upcoming improvements and mandated regulations. The Jackson Street lift station
pump cycles are now averaging 12 cycles per day compared to 25 cycles and as high
as 83 cycles in significant rain events. This is in thanks to work recently completed by
Madson Excavating to the Nordic Lands sewer system. It will reduce pump longevity,
electric and processing costs. WPDES permit holders will be receiving an additional
permit related to sewage sludge and PFAS. It will mean additional monitoring, testing,
and land application costs. Total phosphorus effluent for April was 0.255 mg/L, a bit
over limit for a variance cost of $328. The SCADA system computer and software
upgrade has been completed. The software license will need to renewed in 3 years.
