Fire/EMS Reports for August were presented by Bartelme. There were 62 EMS and
11 Fire calls for service in August. Fire monthly training was for fit testing for self -
contained breathing masks; 21 of 23 members attended, 14 were tested. Ambulance
9 has small air bubbles in the antifreeze reservoir; the issue will be monitored.
The board reviewed the Manitowoc County Sheriff’s Patrol August report.
DPW/OIC Shillcox reviewed the monthly Public Works report with the board. He
reported the UTV has had clutch issues that staff have been working on. Staff have
wrapped up most of the 2-year non-residential cross-connection inspections and will
finish the rest before year end. Staff will be exercising valves as the weather begins
to cool off. Shillcox reported that the first sludge analysis for PFAS is below the
DNR’s land application threshold, so sludge is permitted to be land applied in
accordance with ou r permit with few operational changes. More sampling and
monitoring will be required in the future. Effluent phosphorus concentrations
averaged 0.177mg/L for the month of August under the permit and target limits.
The board reviewed bid proposals from four companies GFL, Harter’s Lakeside
Disposal, Waste Management, and Tisler Salvage for recycling services. After much
discussion due to overall package service cost, motion by Schneider, second by
Bartelme to award service contract to GFL for Mixed Paper Dumpster, Co-Mingle
Compactor Dumpster for Plastic, Glass, Tin Cans and hauling service for the period
of 12/1/2026-12/31/2031 and to utilize Tisler Salvage for a Scrap Metal Dumpster
with no fee and their current rate of scrap tonnage will be paid to the Village when
emptied. Motion Carried.
Shillcox provided update on tennis court test crack repairs. Munson Inc. has provided
an estimate to repair the tennis courts that would include surface cleaning, leveling,
crack repair, and re-coloring and striping of tennis courts and the addition of pickle
ball court lines. The village would be required to remove loose nets and objects and
provide a water source for power washing. Expenses would be split between the
Village and the Valders Area School District per our Park Usage Agreement. Motion
by Baroun, second by Galley to present the project proposal to the school officials
prior to making any final motions on the project scope and time frame. Motion carried.
The board continued to discuss safety and usage concerns of E-Bikes & E-Scooters.
There seems to be less activity as the weather gets cooler and school is back in
session. To avoid creation of regulations which may be contradictory of other
municipal future ordinances, the board decided to wait for the November Leage of
Wisconsin Municipalities article. It was also suggested at the next Village Association
meeting to bring up the possibility of drafting ordinances together as group, and input
from Local and County Law Enforcement Agencies. Matter is postponed.

The board discussed increasing the Valders Community Center rental rate by $25
effective 1/1/2028 to $100 for Residents and $150 Non -Residents due to the rising
costs of operations and maintenance of the facility. Rates have not been raised since
2025. Motion by Schneider, second by Galley to approve the increase. Motion
carried.
Dan Sabel announced that the Farmers Market hours will be changing to end at 6pm
for the month of October due to darkness by the request of the Famers Market
volunteer managers and vendor participants.
After review of proposed assessment services contract with increases and due to the
longstanding relationship since 2005 for Village assessment services ; motion by
Sabel, second by Bartelme to approve to renew a 5-year contract with Associated
Appraisal Consultants of Greenville. Motion carried.
The board discussed a draft copy of updates to the existing employee manual only
applicable for EMS full-time medic staff based on their regular work week schedule of
48 hours consisting of two 24-hour shifts. Dallas is proposing clarifications on training
time outside of regular work hours, and handling of and the number of earned benefit
hours for vacation and sick leave, bereavement pay and jury duty, and if staff is
subpoenaed to court for a particular call. The board discussed the proposals at
significant length with varying input on different aspects. Baroun felt there should be
separate manuals for Village/Utility staff and EMS staff as they are required to work
different times for different circumstances for their varying job duties and
responsibilities. No official action was taken by the board and is postponed for further
contemplation, and possible amended proposals for discussion at a future meeting.
Motion by Schneider, second by Bartelme to adjourn meeting at 8:53PM. Motion
carried.
