including contact with service providers and handling of town receipts. Rahmlow will be contact.
John Johnson – Lover’s Lane Property – John Johnson presented information (including photos) on
purported drainage issue on his property and attempts to resolve. He stated a culvert installed to west of
driveway by town takes most of water and has a letter from Frank Hlinak that western installed culvert
solved issue. He said theory was that water would go to field to disperse, but the field drains on his driveway
and property in front of his house. He also stated that two more culverts drain directly toward his home but a
current berm prevents water going right up to his home, water at times washes out his driveway, topsoil is
being removed and trees are dying due to erosion. He said a relief culvert was installed but is 6-7 inches off
ground and not taking water. In an attempt to solve issue, Johnson blocked portion of two larger culverts last
year; he felt that stopped water drainage to his property and relief culvert ended up taking water. This
blockage was subsequently removed by town board as permission was not granted. Johnson stated no
engineer was ever hired for evaluation of issue, he has been dealing with matter for 17 years and that either
way water drains to river through the ditch or over his property. When questioned, Johnson thought 2
culverts were installed by Bielinski 17 years ago when he built; he may have paid for them, but doesn’t know
why they were installed that way and that the south side ditch was installed after the two culverts. Rabitz
contributed that rock in southern ditch may pose an issue, permitting may be an issue further down; potential
floodplain issues with DNR and others; and home is in low point. Johnson is looking for permission to apply
his fix again. Rahmlow asked Johnson to consider installation of a larger driveway culvert as he feels that
would solve many issues. Johnson agreed that it may help flooding in front, but not his driveway issue.
Rabitz will discuss matter with county highway for information.
Mary Zellner – Bridge Sign – Discussion. Rahmlow and Rabitz feel town has complied with town board’s
prior motion that a sign be installed as two plaques were installed on the bridge by the town. Zellner stated
these were not what family had expected as they are not visible when driving and is looking for a standing
sign. Zellner was given information where town orders signs and asked to come back to board if she wants
to put something up, but the town is not committing to changing signage.
Andrew Mancheski Property – Nachtwey Road Issue – Matter will be on June agenda.
Glacierland – Phragmites Control Program – Review of 2026 Phragmites Restoration Re-engagement
Request communication held. At this time, the town does not wish to participate, but will continue to watch
for any grants in the future.
Melnik Church – Snowplowing – Rahmlow had discussion with church pastor. They like having the
posting board located at the church and would in agreement with keeping its location in exchange for the
town snowplowing area located in front of sign along road. Agreement will be drafted.
