Road Review & Town Board Meeting April 10, 2026 The Town Board of the Town of Cooperstown, Manitowoc County, Wisconsin, convened in open session on April 10, 2026, at 2:00 p.m., at the Town Hall for the purpose of a Road Review and Town Board Meeting to follow. Town Chairman called the meeting to order at 4:01 p.m. Pledge of Allegiance. Roll Call: Chairman Joe Havlovitz, Supervisor Anthony Shibler, and Supervisor Nick Propson. No others were present. The agenda has been publicly noticed at the one posting site and on the Town website. Road Review: The Board traveled the roads in Cooperstown from 2:00 p.m. until 3:45 p.m., making observations of current conditions of roads, bridges and culverts, with prior established 2026 road plans in mind. No action was taken while on the road review. As previously stated, the Town Board meeting then began at 4:01 p.m., to discuss the road observations and identify potential next steps. Observations: • Rosecrans from Fisherville to Cooperstown Road in need of various pothole and section wedging. This appears to be our best road to focus on as a potential ARIP project. It has high use relative to our town and is a significant connector road between CTH Z, Zander and Cooperstown Road. We plan to being the focus of initial engineering review and estimated costs associated with sectional and/or complete ARIP qualified rework for the length of the road. This will not be a 2026 submitted project. • Cooperstown Road from T to R needs various pot hole and edge patchwork. • Nacthwey Road from Zander to the Gibson town line is in need of repair this year. This will include wedging and 2" of new cold pack asphalt. Initial estimated cost is $35,000. • Rameker Road has had pot holes filled by our crew and does show some slight early "alligator" cracking, but is stable and will be reviewed again next year. • Marshek Road from Fisherville to Greenstreet has had crack filling down two years ago. The next step is to have a chip seal coat applied over the top. We will get and updated cost estimate for review. • Kocian Road is still in need of major repair. Updated quotes for a 2" pave of cold mix are over $165K. An alternate double hot oil and seal coat with 3/8" black stone on top and bottom will be over $90K. We have not decided on the forward plan for this road. Immediate need pothole filling will be conducted by our resources. • Frelich road is in overall average condition with some small pot patching done by our crew last year. • Zander Road from CTH NN to Herold is showing alligator cracking. Some wedging will be needed in the next few years. • Cedar Creek Drive pot holes filled by our crew last year is holding up at this point. • Kvitek Road from Cooperstown Road to Hickory Grove Road is stable as compared to our review last year. We will continue to spot check the road and are moving any repair potential to next year. . • Fairhills Road will need some future edging with some additional pot holes filled this year. The pot holes filled last year are intact. • Pleasant Road from Fisherville to Schley is relatively stable. Prior intersection work and patch filling has held up. The section from Schley to the prior repair area north of Schley has been patched and is holding now, but will need wedging and a new 2" overlay in the near future. We will plan for it in 2027. • Hidden Valley Road from Rosecrans to Marshek Road is showing significant aging and in need of various wedging. We are planning to move ahead with this project in 2026 and is the prior LRIP approved with $32,069.24 of funding available. We are in process of confirming the updated cost estimate from Scott Construction. • Additional road details are listed in the updated Road Plan below 2026 and Future Four Year Road Plan Tentative Updates 2026-2030 2026 Hidden Valley Road Rosecrans to Marshek Road - wedge (LRIP grant expires 6/30/2029) $150K - $32K aid Hickory Grove Road Keehan to Kvitek Road - various sectional wedging $23K Natchwey Road Zander Road to Town line - $35K Marshek Road Fisherville to Greenstreet - chip seal $ TBD Lakeview Drive Cul de sac chip seal $ TBD Pantlaff Road Small culvert evaluation $ TBD 2027 Pleasant Road Schley to washout area north - wedge Kocian Road 1-1/2 miles of significant work Fairhills Road & Ct Various wedging Hickory Heights Cul de sac chip seal Zander Road CTH NN to Herold Road - wedge Pautz Road Chip seal Rosecrans Road From Z north to Cooperstown Road - various sectional rework/wedging, ARIP focus - high use road in town 2028 Kvitek Road Cooperstown Road to Hickory Grove Road - various sectional wedging Pleasant Road Devil's River Bridge to Schley Road - chip seal Hickory Grove Road Herold Road to CTH NN - wedge Fairhills Road & Ct Chip seal Zander Road CTH NN to Herold Road - chip seal Schley Road CTH R to Pleasant - wedge 2029 Hickory Grove Road CTH NN to Keehan Road - chip seal Rameker Road Marshek Road to curve - wedging Marshek Road Hidden Valley to Greenstreet - wedge Fisherville Road Rosecrans Road to Kvitek Road Herold Road Zander Road to Hickory Grove Road Hickory Grove Road Rosecrans to Kvitek Hostak Road Pautz to Hidden Valley - various sectional wedging 2030 Kvitek Cooperstown to Hickory Grove - chip seal Pantzlaff Road TBD Keehan Road Rework and wedge Rameker Road Marshek Road to NN - chip seal Hidden Valley CTH R to end - chip seal Greenstreet Road Marshek to Rosecrans - various sectional wedging The Board wrapped up the meeting with additional discussion to pursue ongoing additional funding opportunities such through ARIP, LRIP and others.
