TOWN BOARD MEETING January 9, 2024 The Town Board of the Town of Cooperstown, Manitowoc County, Wisconsin, convened in open session on January 9, 2024, at 7:00 p.m., at the Town Hall for the purpose of transacting business as the Town Board. Town Chairman called the meeting to order at 7:01 p.m. Pledge of allegiance. Roll Call: Chairman David Blakeslee, Sup. Hank Kouba, Sup. Anthony Shibler, Sup. Nick Propson, Clerk Susan Kornely, Treasurer Bernadette Duescher, and Constable Kelly Kane. Sup. Fred Lemens (arrived late) and Roadman Kasten were not in attendance. No residents were present. The agenda has been publicly noticed at the one posting site and on the town website. On a motion by Chairman Blakeslee and seconded by Sup. Kouba, moved to approve the agenda as presented. Motion passed. On a motion by Chairman Blakeslee and seconded by Sup. Kouba, moved to approve the minutes for December 12, 2023 Town Board Meeting. Motion passed. Reports Treasurer’s Finance Report – presented by the Treasurer. Road and Maintenance Equipment Report – Chairman Blakeslee reported trucks are out plowing, grader was being made ready. Grader is parked at the Transfer Site. Sup. Lemens arrive 7:06 pm Industrial Waste Hauling Report – Sup. Propson reported Pansier hauled loaded on Zander Road. Constable Report – Constable Kane reported Dec 24th of a racoon in resident’s yard. Clerk Kornely read email from Manitowoc County Reed Gaedtke. A letter was requested to be sent by the county to the property owner at 17001 Herold Rd regarding an ordinance not allowing people to live in campers on site. No letter was requested at this time to property owned by Gerald Kane. Plan Commission Report – no report. Building Inspector Report - Building Permits: none. Building Inspections: none. Utility Permit Report – none. Transfer Station Report – Sup. Lemens reported no issues. Bridge/Culvert Reports – Chairman Blakeslee – no report. Public comments and suggestions from residents of the town and other person’s present. None. Public Hearing Discussion and action on Ordinance 2024-01 Manure Transfer Equipment Permit and Annual Permit Application Board reviewed the updated ordinance and made minor changes to include semi-tanker trucks. Include road closure and one-way traffic instructions in the application. Ordinance will be posted for review on the town website prior to Public Hearing on January 23rd. No action. Discussion and action on Ordinance 2024-02 Establishing Restricted Weight Limits in the Town of Cooperstown, Application Letter and Permit Board reviewed and made minor changes. Ordinance will be posted for review on the town website prior to Public Hearing on January 23rd. No action. Discussion and action on culvert letter for replacement or upgrading On a motion by Sup. Shibler and seconded by Chairman Blakeslee, moved to approve the culvert letter and culvert installation specifications. Motion passed. Discussion and action on culvert installation specifications – included above. Discussion and action of Ag Road Improvement Program-road selection Board reviewed the information packet – no road was selected. No action. Discussion and action on new Municipal Attorney – Clerk will contact Kate Reynolds for recommendations. No action. Discussion and action on Purchase Order – Shop form Board discussed form and spending limits. No action. Discussion on Manitowoc County Unit Meeting Jan 18th @ 7:00 Board members will be attending. Discussion on Public Hearing Jan 23rd @ 7:00 Discussion on 2024 District Meeting February 16th or March 9th Board members will be attending. Ordinances, Resolutions and Agreements Resolution 2024-01 Increase the Letter of Special Assessment Fee On a motion by Sup Shibler and seconded by Sup. Lemens, moved to approve an increase in the letter of special assessment fee. Motion passed. Procedural Motions by members of town board On a motion by Sup. Lemens and seconded by Sup.
