Present: Shawna Bratlie, Bob Schooley, Sarah Peters, Chris Buchanan, and Janel Swoboda
Absent: Mike Hobbs, and Tyler Brandt
Also Present: Mark Darr; Mayor, Kathy Dillingham, Tabby Steele, Mark Horn
Meeting was called to order by President Shawna Bratlie at 5:01 p.m.
Motion Buchanan to approve the minutes of the June 24, 2026 meeting. Second by Schooley. Motion
carried.
There was one conflict of interest identified. Buchanan will abstain from discussion and voting
regarding the Historical Society Application.
Kathy Dillingham introduced herself as a tenant of the Shops at the Green Space and mentioned she
had a few things to mention and discuss. Kathy asked about advertising for events they hold as well
as for advertising regarding the shops purpose. She mentioned that passersby often mistake them for
sheds that are for sale, rather than actual functioning shops. Angela and the group agreed that the
L.E.D sign and the Website could continue to be utilized if Katie or Kathy send the images that should
be displayed to the deputy clerk email. Signage at the green space was asked about. Shawna will
reach out to Event city to see if signs can be made either before the construction at the roundabout
was complete, or at the latest before Warrens Cranberry Fest weekend. Kathy also requested the
CDA consider reducing the rental amount for at least the two months while construction was
underway as sales were quite slow. She was informed this can be added to the future agenda items
for discussion/action.
There were three applications for the EEDI Grants/Loans for the WEDC SDBG program award
money. They were reviewed and discussed.
There is currently $17,682 remaining from the WEDC program for disbursement at this time. The
applications were as follows.
The Historical Society was asking for $2282 to get them to the full $5,000 grant award on top of their
current $2718 awarded. They have found that the building needs insulation and the group is going to
put in heating and cooling. The money would be used towards these updates. The CDA approved this
application.
The next application was from a revision to Tabby’s Blue Bayou application. The CDA had requested
she bring an estimate including a contractor’s information back to the next meeting. Tabby brought
back a new estimate with more work done and all of the requested information. The initial application
was requesting $4,100. The new estimate had a higher cost so the request was for the full $5,000.
Tabby’s application was approved.
These brought the remaining funds to $10,400. Universal Dance Academy was the last application.
They were requesting a $5,000 loan and up to a $10,000 loan. Due to there not being sufficient funds
remaining the CDA approved them for a $5,000 grant and a $5,400 loan.
Peters made a motion to approve all three applications with the amounts discussed. Second by
Swoboda. Motion carried with Buchanan abstaining from voting.
Brandt is requesting a $150 donation for the music in the green space events. Due to the events
being done for the season, the CDA decided to add this to the future agenda items for March of 2027.
The administrative report was read. Motion by Buchanan to approve and pay vouchers. Second by
Peters. Motion carried
Future agenda item for March includes donation request for music at the Green Space.
Future agenda item for next meeting are signs for the Shops at the Green space and at the city limits
and rent reduction for the Shops at the Green Space
5:42 PM Motion by Schooley to adjourn. Second by Peters. Motion carried and the meeting was
adjourned.
