CITY OF PITTSVILLE WATER & SEWER COMMISSION Wednesday, March 11, 2026 Council Chambers – 5318 First Ave. Pittsville The meeting was called to order at 5:00 p.m. by Chairman, Jerry Jensen. Members Present: Deana Becker, Janel Swoboda, and Mark Darr, Dennis Todd Also Present: Peter Petersen, Director of Public Works; Bob Schooley, Council Member No Conflicts of Interest were identified. Motion by Deana B. second by Janel S. to approve the minutes from February 11. Motion carried. Peter looked into the city ordinances and policies regarding Frances Herman’s water remaining off. Peter mentioned that Frances does have a lateral main ran to his property so the city is in compliance. He is being charged water standby and public fire. It was asked if he is putting things down the sewer. There is no way to confirm or deny at this time. However, he does have a port-a-potty on his property which leads to the assumption that he is not using the sewer. Angela will reach out to the PSC and clerk list to see what other municipalities do when residents don’t use city water. Frances would be responsible to repair all leaks before the city could move forward to turn his water back on. The previous owner was informed of this. The commission discussed the three private wells that need attention. Tom Minor has been in contact with Angela via e- mail. He informed her that All American Well Drillers are scheduled to come the week of March 23rd to abandon his well. She will follow up to ensure it was completed. Rick Winters completed his safe water tests and results were forwarded to Peter. He just has to come in for the $10 permit. Steve Zdun is working on having his tested and will continue to be in contact with Peter. There was an issue with the Ruesch duplex on 6th Ave that Peter brought to the commission. When he looked in the manhole, he noticed a substantial amount of what appeared to be construction materials in the sewer from the duplexes. He reached out to Ruesch to inform them of the issue. They agreed to talk to the contractors and tenants to remind them that garbage and construction materials do not go down the sewer. When the main is cleaned out in May Peter will know more about if Ruesch should be responsible to pay for some of the work depending on how much is actually backing up and what it takes to remove all of the material. Motion made by Mark D. to make safe drinking water payment, second by Dennis T. motion carried. Peter then discussed his operational report. Life station 2 pump was replaced yesterday 3/10/2026 as approved at last months meeting. The frost level is currently at roughly 24” trickling is done for the season. Peter mentioned he is completed the yearly CCR report and Angela sent it to the Pittsville record. Peter will look into some quotes for EP100 at the upcoming conference as well as quotes for the VFD for wells 9 and 6. The VFD throttles down the pumps allowing them to ramp up at a lower pressure vs a quick start with sudden force. The MicroLogix will need to be replaced on EP100, Lift 1, Lift 2, and well 6. Peter will work on getting quotes for them to be replaced. The administrator report was discussed. The initial 2025 W/S audit from Hawkins Ash is available for review. Please request through Angela if you want to review it. Davy Lab Results are also available for review in Angelas office if interested. Future agenda items for March will be Frances Herman PSC update, Minor and Zdun wells, Ruesch sewer issue, quotes for EP100, VFD for wells 6 &9, and the MicroLogix replacements Motion by Deanna B. second by Janel S. to approve water vouchers #12165-12185 and sewer vouchers #08033-08050.
