CITY OF PITTSVILLE WATER & SEWER COMMISSION WEDNESDAY, January 14, 2026 Council Chambers – 5318 First Ave. Pittsville The meeting was called to order at 5:00 p.m. by Chairman, Jerry Jensen. Members Present: Deana Becker, Janel Swoboda, Dennis Todd, Mark Darr, Also Present: Dale Nichols, Mayor; Peter Petersen, Director of Public Works; Bob Schooley, Council Member No Conflicts of Interest were identified. Motion by Deana B. second by Dennis T. to approve the minutes from December 10, 2025. Motion carried. The commission discussed that Tom Minor has had plenty of time to abandon his well and needed to set a completion date. Tom will be notified by mail that his well needs to be abandoned by 4/1/2026. Leak adjustment timeframe was discussed before finalizing the new policy. The commission decided that they would allow two business days for repairs to be done. After that, the resident would be responsible for any cost of extra water used, and the amount would not be adjusted off after two business days. Peter will complete the new policy to be approved at the next meeting Peter the did not have an update for the wellhead protection plan. This will be put on next month’s agenda. The commission reviewed receipts and checks from October through December 2025 and discussed that there are no large planned projects for the water side. Due to those things, it was decided to move money from the water checking account to the state trust fund savings account. This way that money could incur more interest than it will in the checking account. If something comes up in the near future the money can be moved back in roughly a 30-day timeframe. Motion by Dennis T. to move $125,000 from water checking savings, Second by Mark D. Motion carried Peter P. presented a quote from Wi Pump works for a new pump for lift station 2. The pump in question was installed in 2003. Currently it is functioning fine but will need some minor maintenance that can be done within. If one pump does fail, there are two that currently switch back and forth, so the second could be used for a short time. It was mentioned that the price will only increase the longer the city waits to replace it. The commission requested Peter return next month with one or two other quotes from other companies to ensure that they are getting the best cost, but did agree this needs to be done. Peter then discussed his operational report. He mentioned that the impellors from well 6 rehab were pretty much the only thing that could be used from that project. Everything else was still being sifted through to see if anything else was salvageable. On the Pumpage report Peter pointed out that there was currently only a 4% difference compared to a 20- 30% difference in the past. Peter mentioned that he decided it was the best financial decision not to sell water to contractors from November 1-April 1 due to the risk of hydrants breaking with the cold. The cost of hydrants has close to double in the past 5 years and it’s not financially smart to take the risk. The commission agreed with this change. Also from the operational report, Peter mentioned that they are installing new meters in the duplexes, triplexes, and apartments that can be shut off from the clerk’s office. Jerry asked what happens to the meters that are removed and replaced. Peter informed the commission that the encoders/endpoints are scrapped and the meters are tested, repaired if necessary, and put back into inventory to be used in the future. Peter discussed that the chemical rooms are all updated and up to code since the install of the aquahawk. He then spoke about the cost of Pittsville’s sewer compared to the rest of the utilities in our population. He had a report with a graph showing sewer charges compared to other utilities in our population. This showed how cost friendly Pittsville is, being in the lowest third for the state, though some residents may not feel that way. This chart will be in the clerk’s office if any residents would like a copy. The administrative report was discussed. There are many water sewer payments being made, Due date is Jan 20th for the last quarter of 2025. James Federwitz leak adjustment was approved. There was one rink fill as well. Future agenda items for February will be wellhead protection, leak policy, Lift station pump quotes, Motion by Deanna B. second by Janel S. to approve water vouchers #12123-12144 and sewer vouchers #8003-8015. Motion carried. Motion by Jerry J. second by Dennis T. to adjourn. Motion carried and the meeting was adjourned 5:55PM Submitted by, Angela Krueger Deputy Clerk/Treasurer
