Mancl, R. Hess, E. Hummel and Ben Martinson Absent: Citizens: Jason Gruszynski, Ben Jennings, Nick Kreling and Leslie Arendt Subjects Discussed, Action Taken, and Board Action Required: 1. Call to order: Meeting called to order at 5:00 p.m. 2. Roll Call: As noted above. 3. Approve the Agenda: MOTION (Hummel/Hess) to approve the agenda. All ayes. 4. Approve the minutes of previous month’s meeting: MOTION (Hummel/Hess) to approve minutes of the September 17, 2025 meeting. All ayes. 5. Public comments on agenda items: Nick Kreling spoke about ballast boats and Saratoga. 6. Committee Chairman’s comments: 7. Update on DMI: MRGD quotes for demolition were presented. 8. Update on 160 Market Avenue: Good progress on the building. Rehabbed bricks, replaced roof and new paint. Future plans are unknown at this time. 9. Discussion and possible motion to approve Village Ordinance #3 – Finance & Taxation updates: Some changes will be made and a revised copy will be presented next month for approval. Chapter 4 was provided for review. 10. Discuss old business: Trustee Hummel clarified statements about Nepco Lake District. Trustee O’Connor updated on ballast boat discussion. 11.
