Regular September Town Board Meeting Minutes Monday, September 8th, 2025 Call to Order and Roll Call: The meeting was posted on September 3rd, 2025 at the Bayfield Town Hall and the town website. Chairman Craig Hoopman and Supervisors Robert Meierotto, Carol Fahrenkrog, and Fred Erickson were present. Clerk Kelly Faye and Road Foreman Carl Butterfield were also in attendance. Supervisor Karen Boutin and Treasurer Billie Hoopman were excused. Chairman Hoopman called the meeting at 6:00 PM. Public Comment: Susan Nelson, resident of Ski Hill Road, stood and expressed disappointment that a meeting was not set up with the Sheriff ’s Department related to the discussion of Ski Hill Road neighborhood safety as she expected. This topic was discussed at the August meeting and it was her understanding that a meeting would be set up or a representative of the Sheri ff’s Department would be at the September meeting. She stated that she contacted Chairman Hoopman twice by email since the August meeting asking for updates and did not get a reply. She commented that she was disappointed that she was not given an update and hoped that more action would have been taken on the issue in advance of the September meeting. Chairman Hoopman replied that he did meet with the Sheriff’s Department twice since the August meeting and that he generally does not like email as a way to do busines s. Mike and Susan Nelson also commented that they believe there should be more detail in the minutes for the August meeting. Specifically, they commented that a letter read in person by Garry Schalla- Director of Ashwabay Alliance at the August meeting should have been directly referenced in the minutes. They commented that if the town cannot take any act ion on the issue, they would like to know that. Bev Dehn, another resident of Ski H ill Road, stood and gave additional information about recent safety concerns related to the behavio r of another resident in their neighborhood. Discussion took place about Chairman Hoopman’s concerns about what was appropriate to discuss in this setting and the fact that this is an issue to be dealt with by the Bayfield County Sheriff ’s Department rather than the Bayfield Town Board. Update on petition submitted by residents near Ski Hill Road requesting to be removed from the Pikes Bay Sanitary District: Roger Huchthausen stated that he submitted a petition a few weeks ago for several landowners in his neighborhood to be removed from the Pikes Bay Sanitary District. At the last meeting, he submitted additional signatures increasing the total percentage of landowners on the request to over 50% as is required by the WI State Statutes. He asked the Town Board to consider their request. Chairman Hoopman stated it is their right to asked to be removed but that he thinks the new PBSD/Town Board subcommittee will make progress towards coming up with a solution to make situation fair. Huchthausen brought up the lack of grants available for sanitary district projects unless it is specifically designed to abate pollution. Chuck Finn of Ashwabay Alliance stated that he had not heard of the petition and is concerned that removal of the neighbors from the district could make it impossible for Ashwabay to get sanitary -related grants. Chairman Hoopman informed Huchthausen that if the petition is to be considered, a bond will be required to cover the legal fees involved in planning and removing the area from the district. This bond was also required for the Apostle Highlands neighborhood’s petition. Huchthausen suggested he was not aware a bond would be required and was unsure if those that signed the petition would be willing to cover these costs. Chairman Hoopman suggested waiting to see what the PBSD/Town Board member sub-committee is able to come up with as far as solutions.
